Thank you for the input! I love these ideas and I will need to play around with it for a bit, do you have any suggestions as to what cards to drop and switch out for those mentioned above?

Your deck seems to be overflowing of 62 cards.. lets trim it a bit..
For starters lets start with your land. -1 Evolving Wilds as 2 is just the right amount. -2 Reliquary Tower as we dont have access to super draws and we dont have the need to out max our hand size soo were cuting it. Talking about synergy we have Rogue's Passage when we need to finish the enemy of our guild with our aberration or mirko vosk. Next i highly suggest +3 Dimir Keyrune , as we would like to have more accelerators and unblockable creature for our Paranoid Delusions cipher target think of it as an extra Deathcult Rogue .
Summary for lands -1 Evolving Wilds -2 Reliquary Tower + 1Rogue's Passage . *26 mana producer is a need as we support an array of mid to heavy collection of creatures and you would find it handy to tap it all out for Mindgrind for the kill.
Before we procede with our selection of arsenel I always arrange them into categories as to distribute the ramaining slots for effectiveness. Are choices would be ( Mill, Wincondition, Defenses, Draw, Removal, Counter spell) distributed on our 34 ramaining card space. It depends on how important it is and how many would we like to use.
Mill= Dimir agents favored choice of desposing enemies. 13 slots
4 Breaking
2 Mind Grind
3 Paranoid Delusions
2 Jace, Memory Adept
2 Mirko Vosk, Mind Drinker
.
Wincondition= our combo finisher, putting a clock on the opponents life, etc etc.. 9 slots
2Consuming Aberration 1Lazav, Dimir Mastermind 3Duskmantle Guildmage 3 Deathcult Rogue
Defensive= due to our slow pace we highly need defense early on. 4 slots
4Fog Bank i think they would reprint this card on m14 i think...hmm
Draw/ Removal/ Counterspell= so we have 8 card spaces left. Weighing the importance of which should be placed in the deck..hmm 2 removal, 3 counter spell, 3 draws.
3Pilfered Plans 2 Grisly Spectacle 3Psychic Strike
We have little space for interacting its like you have 1 arrow left and you have to kill a huge beast, so you should make like batman and use it in the most crucial of life and death, eat or be eaten situation. In short use it wisely.

correction from the summary of what to remove and add from the deck -1 Deathcult Rogue so there should only be 3 in the deck and -1Tamiyo, the Moon Sage so it gives you 1 spaces for another jace..

As a way to stay alive, have you considered Crypt Incursion ? I only run 2 in my mill and they alone have gained me more life than my extort deck.
I like the idea of the keyrunes for mana fixing, although if it's another body you want, you're missing jesus christ cipher star himself. Invisible Stalker s are a must in any cipher deck as a way to utilize and protect your ciphered spells.

At least in my meta I haven't had a problem staying alive as long as I can pull my Mill cards and guildmage. The only thing i like over Deathcult Rogue over Invisible Stalker is... nothing, I totally forgot about invisible stalker, great recommendation there, thank you.

Maybe include a Realmwright in the sideboard to give you red mana so you can fuse Breaking .

You're off to a great start, but I would recommend a little bit of tweaking. I would trim back the number of creatures and add in some removal to buy time for your big drops to get out. A second Jace, Memory Adept is an awesome idea and is ridiculous with Duskmantle Guildmage . If you play against red decks at all, I would also sideboard some higher toughness defenders like Doorkeeper or Wall of Frost . Breaking / Entering is really consistent on lots of mill deck. However, why not Glimpse the Unthinkable ? (apart from the card price)Also, Isochron Scepter should be part of this, to get more use for spells.

SouDescolado, The only reason I don't put Isochron Scepter in, is because it needs an instant spell, where most, if not all mill cards are sorcery. Thank you so much for the suggestions though! I will deffiantely be putting my pennies away for Glimpse the Unthinkable . Thank you again.

Also, I've noticed there isn't much removal in here, with Mill, you don't want to go half-assed about removal, you need it, and you need quite a bit of it, I wouldn't know where to begin with what to take out though

ManiacMike0643 Thanks for the suggestions, I will have to get my hands on Hero's Downfall , great card. And thats also my problem, I have cards that I know I am already bringing in and getting rid of, but outside of those, there isn't much tuning this deck can take. I use Fog Bank for keeping myself alive and chump blocking everything.

If you can get hold of some, I find Guard Gomazoa dies a lot less than Fog Bank , plus the Gomazoa can deal damage, so buffing it becomes an option

My opinion is you may lack some crucial removal. about maybe 2 Death's Approach 2 Grisly Spectacle just about 4 slots in the deck seems just right and has the right synergy in the deck and you may want to use it wisely due to scarcity of its numbers.
Also some good cards that may benefit you and a card to cipher into is Dimir Keyrune not only does it let you play your Mirko Vosk, Mind Drinker on your 4th turn by playing the keyrune on turn 3 but it would be to your advantage to have a little acceleration on your deck as well as an extra unblockable creature.
We may be vulnerable to faster decks but seems that Fog Bank is the right answer maybe adding some fail safe plans against those decks is Murmuring Phantasm . i like this deck +1.not to overpowering, just the right amount of space for some upgrades and its dimir. its up to you now.
