Starting Notes, this is the second deck I have ever built. I have been playing this game for 2 months now and I am here for to criticism and comments.

Overall this deck is geared toward 2 things, ramping your own creatures and shattering your opponent with -1/-1 counters. I leaned away from standard infect creatures in favour of some older and more open negative counter cards (skeleton Ship) (Harbinger of Night). I have also included 2 win cards, Magistrate's Scepter and Azor's Elocutors, both of which could force a win with the right proliferate support. With the profound support for +1/+1 counter cards, -1/-1 offensive card, and the pressure from the 2 win cards a healthy mix should provide any play of this deck some utility.

I tried to keep cost below 100$, I am aware certain cards would greatly boost the deck (Doubling Season being the most obvious) but the financial investment is not reasonable.
