thatcardguy Thanks for the suggestions man! I actually really like the idea of Quickling to be able to bounce back a ninjas and reuse him. However, I'm a little concerned about making all my evasive creatures flyers. It wouldn't fare well against decks that have flying creatures to block with. The 2x Triton Shorestalker are there for this, but I will experiment with with this card when I can get a hold of some. Peel from Reality is interesting for the same reason, but might be too slow.
Baleful Strix and Thalakos Seer are absolutely sick in this deck, but I'm trying to keep this deck Modern legal, and both of these are Legacy cards. Umezawa's Jitte is great, but also banned, and it'd break my wallet.
Vapor Snag seems useful for gaining tempo. I'd definitely look into it versus Go for the Throat. The deck would have to be really efficient if we're leaning more towards a tempo strategy, and I'm not sure the ninjas pack enough of a punch to end the game quickly. Speaking of not packing much of a punch, Ronin Warclub seems like it would fix this issue. I will definitely experiment with 1-2 of these in the deck.
Okiba-Gang Shinobi is okay, but I think he's simply outclassed by the other ninja. Ninja of the Deep Hours is hands down the best Ninja. His ninjutsu is cheap for a solid 2/2 body and his ability is amazing. Mistblade Shinobi is good for early aggression and creating space for other creatures to swing in. 4 Mana for a 3/2 just doesn't seem good enough to include. You're rarely going to make them discard their whole hand with all the bouncing from Mistblade Shinobi and other potential bounce spells like Vapor Snag orVoyage's End. I could see him being used though in a discard-heavy strategy.
I will definitely play around with Ronin Warclub, Quickling, and Peel from Reality to see if more ninja bouncing helps or hurts the deck.

Whoops! I personally have tons of experience combining cards with one another, but little to none with the banlists for different formats! I'm glad a few of the ideas work though :)
Also I know it's almost exclusively a mono blue pauper option, but Spire Golem is a decent choice for an enabler too. It eventually becomes free, heh. Same (potential) drawback, though. It's flying, and perhaps a little slow to get going. How about Dimir Infiltrator? Unblockable, and can tutor if needed. The only real drawback I see is that it costs UB instead of 1U or 1B. Would be worth it if you could find something to tutor with it. I wish ninjutsu costs were compatible.

Why bother with Spire Golem when you have great options like Wingcrafter and Ornithopter?! I'm not sure how your deck looks so far, but I seriously suggest both of these as your primary enablers.
You've probably heard why Ornithopter works well, but here's why Wingcrafter is also amazing:1) Have a ninja in play and want him to hit the opponent? Throw Wingcrafter down, giving the ninja flying, and swing away. 2) Have a ninja in your hand that you want to ninjutsu in? Swing with Wingcrafter (and a ninja already in play), and swap Wingcrafter for the ninja to hit with both ninjas at once. Then play Wingcrafter post-combat all in the same turn! 3) You can even make sure your best ninja has flying most of the time by bonding Wingcrafter to a Higure, the Still Wind or Ink-Eyes, Servant of Oni as soon as they're Ninjutsu'd in.
Dimir Infiltrator would work well, but I agree...that cost is a big turnoff. If I could afford some shocklands, I think he would be a good addition. But as of now, the land base seems a bit too blue-focused to make him reliable. I will test him out though when I get my hands on a playset.
Thanks again for the suggestions. They're helping me gauge what direction I should be taking this deck.

Hey Death4Sale, I could definitely suggest Veil of Secrecy for an evasion spell. If you can actually find a good spell to splice it onto, it would be even better, but I'm stuck there. I'm working on a ninja deck myself. Other than that, Baleful Strix or Thalakos Seer would be a great additions. Umezawa's Jitte would be strong if you can afford it. Your Go for the Throat may not necessarily be as effective as a Vapor Snag, as it's a little more cost-effective, you'll end up dealing heavier damage to your opponent that way, and you'll put them in the tough situation of letting dropped ninja attack freely, or tapping their mana out early in the turn to try to defend. By the time you need to worry about actually destroying defenders, the game will already be won. Not to mention you can bounce your own ninja back to protect them from enemy removal. On this note, Peel from Reality is an excellent spell for ninja for that same reason. Quickling could serve as a ninjutsu enabler thanks to its evasion, instant speed ninja bouncer/protector, and if you have a Ronin Warclub on the field, a formidable flying blocker all at once. If I were you, I'd also include Okiba-Gang Shinobi. Opponents can't remove you if they've discarded their entire hands, and even less so if they're discarding the creatures you just bounced. That's my two cents! Hope it's helpful, good luck!
