Personally, I think your removal could use a bit of tuning. Assassinate and Asphyxiate are pretty bad. Hand hate like Distress isn't very good in EDH. Tragic Slip is decent, and deals with Avacyn. Cyclonic Rift is good and combos with Price of Knowledge . Go for the Throat , Reckless Spite , Eyeblight's Ending , and Rend Flesh are all excellent removal spells.
Also, Wheel of Fate is good, but as soon as you suspend it, you're a huge target, so I'd consider taking it out. Wheel of Fortune is the obvious replacement, but I'm guessing that's out of your price range. Minds Aglow seems better to me. It's basically a Prosperity, and sometimes it's better. Winds of Change is good Memory Jar isn't actually that expensive (3.5 on tcg player) and it's definitely better than the magus. Toil / Trouble is interesting. If you find it being an all star, then awesome, keep it! But I'd definitely have that one on the chopping block until it proved itself. Cerebral Vortex is similar. Unless you plan on making someone draw over 10 cards in a turn, that's not terribly good. Again, it might be awesome, but I usually want more out of a card. If you used Winds of Change for example, it'll probably deal 5 damage to each opponent, at a minimum. For 1 mana. If you have more draw stuff out, that could be higher. Also, Prosperity is actually decent. Either you draw 4 (not bad...) or they draw 4 (which I've seen kill someone). It just gives your deck good options.
The other theme that I've seen in these decks is discard. Your opponents frequently have to discard even if you don't make them specifically do that. Liliana's Caress and Megrim could be awesome to play around with.

Nekusar is a very enchantment based deck. You want to set it up so everyone on the table dies on the same turn, very much like a combo deck would. There are some many useful discard and draw spells and enchantments, you will not need anything else. First, substitute all your kill spells with these:
Magus of the Jar - you cannot have enough jar in this deck
Anvil of Bogardan - another howling mine
Kami of the Crescent Moon - another howling mine
Charmbreaker Devils - recursion!
Phyrexian Tyranny - it is so cool when they cannot pay the costs.
Bloodchief Ascension - another Megrim effect.
Sol Ring - the best card in the format.
Other cool things you can do with nekusar is enchant him! Cool auras to use include:
Sigil of Sleep - no voltrons for you!
Elder Mastery - make them discard everything they drew and then some more!
Helm of the Ghastlord - make them discard every card they just drew.

First of all, why take out the removal? I need it to remove creatures that annoy me. I will definitely add the Sol Ring and Anvil of Bogardan , as well as Charmbreaker Devils . I've played around with Magus of the Jar and Phrexian Tyranny and found that they don't do as much as I wish they could. Magus of the Jar because whenever I play it, everyone wants to get rid of it and I can't activate it. Phyrexian Tyranny because it hurts me and most of the time, I can't pay the cost. I don't really plan on attacking with my creatures, so enchantments aren't that great. I really like Bloodchief Ascension though, it will also go in.

All the enchantments I mentioned go well with nekusar, since they do not rely on combat damage, but on damage of any kind. So, if you enchant Nekusar with elder mastery, they will discard two cards for each one they draw. Sigil of Sleep will let you return a minimum of 2 creatures to their owners hands at the their draw step. Helm of the Ghastlord will make it so that they will discard a card for each one they draw.
On a similar note, Phyresis is an alternative win condition when on nekusar.

Force of Will is way to out of my budget. And is Delay really any good? The countered spell will just end up being cast again.

Delay seems like an OK counterspell for a duel, but in a longer-running format like EDH, it's pretty terrible. Mana Leak might be a good option for a decent counterspell. Obviously, check the board-state carefully before you cast it!

and, for that matter, the other wheels? Whispering Madness , Molten Psyche , and possibly Wheel of Fortune ? I could see not running the last one but reforge, madness, and psyche are absolutely bonkers. Also, I would highly recommend Black Vise , even if it only hit s one player, it kills that one player. And there will always be that one who's mission in life is to piss you off, and the game would be won much more easily if they were just gone from the game

Reforge the Soul is alright, it just costs so much. I will almost never be able to use it's miracle because I draw so many cards. I will put it in the mabyeboard though. Whispering Madness is not good at all in this deck because I rarely attack, so the cipher is crap. Wheel of Fate is also bad because once I suspend it, people will be even more wanting to kill me.

IF you want people on the table not to kill you, hide your general. Any card you play will put you on the hit list. Do not ever dis a card with the argument "they want to kill me even more".
They want to kill you just as much at the start of the game as they do at any point during it, that is the whole intention. Your intention is to achieve your combo and kill them, not really that different.
