So, after some tweaks, research, and yada, BEHOLD:

METALCRAFT STORM; THE BUDGETING

--Cards-

So, for those you are not familiar with Storm strageties, the idea is simple: Cast a bunch of low mana spells, mixed with Rituals for quick mana and finish the enemy off with twenty+ Grapeshots.

Storm however, tends to be Red or Blue. This is firmly White. So how do we generate our Storm Kill?

Puresteel Paladin. Yes, the little Paladin that gave white legitimate card draw in Scars standard can be the potent card draw here. Unlike traditional Storm, each spell we cast refuels our hand as we crank up our storm count before we get ready for the kill.

Lets discuss the list.

--ENGINE--

  • Puresteel Paladin: A 2/2 Human Knight for . This guy is key to our deck as without him, we're dead in the water. And thus....if we're not ready to do our thing, keep him safe until we can cast him with counterspell support. Once he sticks, start digging! The way our deck is set up does not need two for card advantage: One can do wonders.

  • Accorder's Shield, Bone Saw, Kite Shield , Paradise Mantle, Spidersilk Net: We got twenty - count em - twenty Artifact Equipments. These are less equipment and more like cantrips: A few shields can protect against Bolts and stuff assuming he can get them on before the bolts get cast.

  • Retract: One blue equals tons of advantage. This lets us return our Equips back to the hand so we can cast them again, and oh boy goes it hurt the opponent so hard, since turns all our equips into extra draws.

  • Grapeshot: The classic kill engine for Storm. Once you pay enough spells for a killshot, let them fly at the face of the enemy! Keep in mind that if the opponent has a Leyline up, we're hit pretty hard.

--Other Spells--

  • Swan Song, Mana Tithe: Some of our counters. Tithe is for the early game to stop one drops or late game all in spells, and Swang Song is for pesky removals bar Abrupt Decay

  • Muddle the Mixture: Coutners instants/scorceries and can transmute into a Paladin. Must have.

  • Noxious Revival : 2 life nets us a spent up counter or Retract. Best played with a Paladin on the table and a Equip in hand to draw said card right then and there.

--Lands--

Since we are budget, we aren't using Fetches, Shocks, or any other expinsiv lands like Tendo Ice Bridge. We run 3 Adarkar Wastes, 4 Coastal Tower s, 3 Seachrome Coasts, 1 Vidid Creek and Vidid Meadow, 4 Plains, and 2 Islands.

Our deck needs double white to cast Paladin, then needs to switch to blue to cast Retract and keep the Storm going. That's why we run so many dual lands, so Blood Moon is our enemy!
