Step 1. Turns 1-2 you generally want to play your ramp and utility. It is important you have or will have access to BBRR the turn you want to play Rakdos, so plan and play your mana accordingly.

Step 2. Turn 3 (or when you have access to 3 mana) you'll want to cast an enabler, which is an enchantment, land or creature with a cmc under 4 that pings for damage.

Step 3. Activate a pinger and if the coast is clear cast Rakdos. Cavern of Souls will help a lot here.

Step 4. Next turn you are going to want to swing with Rakdos and then start casting all your glorious discounted fatties and other dumb shit. Be careful not to over extend however, as your opponents are bound to cast a board wipe or something as soon as they get the chance.

Step 5. Once you have a decent board you are going to want to protect it. Soul of New Phyrexia and Stalking Vengeance will either discourage orsave your board from the numerous boardwipes that are about to get tossed your way. Sire of Insanity, Kaervek and Void Winnower do a good job of keeping your opponents in check and can a lot of the time help you win the game.
