Legacy on a budget while still being competitive. Such is the glory of red.
The deck plays like any other Burn deck.
Step 1 - Summon cheap creatures
Step 2 - Aim creatures and burn spells at your opponents face

What classifies as a burn spell, you ask? Anything that deals direct damage to your opponent. This deck just happens to be full of them and at almost no cost to you!
Chain Lightning - functions as a 2nd Lava Spike (see below) when playing non-RED players. Later in the game against opposing players with access to red mana, it becomes a fun back and forth. $18 If out of your budget, you could consider Shard Volley or
Sonic Seizure
although neither is near the same level as Chain Lightning. (Note that the price is high due to scarcity).
Fireblast - you don't actually need all of those mountains, in fact, you really only need at most 2 (occasionally 3) at any one time. So crush um up and throw them at your opponent. $1.5
Forked Bolt
- a one of here, kill two birds with one lightning. $3
Lava Spike - has one purpose and one purpose only... LAVA IN YOUR FACE FOR THE LOW, LOW PRICE OF JUST $3
Lightning Bolt - killing shit since 1992 for just $3
Price of Progress - how many non-basics do you have? Just the fetches which you should sac for a mountain at your earliest convenience. How many non-basics does your opponent have? Well, the GP Kyoto Champion Deck (which starts at around $2.5k) runs 17/22 non-basics. Looks like they'll be takin a hurtin' and you won't be. Such is the price of progress. $8
Rift Bolt - suspend and blast 'um a turn later. $2.5
Searing Blaze
- sometimes its good to save a fetch for this on your opponents turn. Blast 'um and a creature for 3. Bring the pain. $.99
Sulfuric Vortex - speeds the game up which, of course, works in your favor. $1.25
Now about those creatures...
You only have 3 but they are all quite great and of course... RED!
Eidolon of the Great Revel - this card does work, plain and simple. It's surprisingly good against a lot of decks. Stick one or two and watch your opponent struggle to get rid of it as fast as they can. $10 A slightly worse alternative is
Pyrostatic Pillar
at $.5. Its harder to remove due to the lack of creature typing but it can't swing for 2 every turn so the damage output is a little lower.
Goblin Guide - the most expensive damage card in the deck at $20. 2 to the face every turn is worth the drawback which really isn't a drawback as more often than not it just lets you see what's coming. If $80 for a playset isn't in your budget you might be able to get away with Monastery Swiftspear as its a close 2nd to Goblin Guide in terms of great red creatures.
Grim Lavamancer
- a free burn spell when you've got nothing else to do or if you want to save your hand for something else. One of my favorite cards. $9
