This is a Adaptive Stax deck. It wants to ramp with artifact mana while holding mana open with counter magic. It runs a varient of hard stax pieces (e.g. Winter Orb, Static Orb) that it can break parity by using Urza to tap on the opponent's end step. Urza can also increase your ramp by turning every utility artifact (e.g. Pithing Needle) into a mana rock. Urza wants to slow down and disrupt the game in the early turns, and try to win in the late game with counter protection. It wins by assembling an infinite mana engine, dumping that mana into Urza, and then playing out a number of win lines in the deck. The infinite mana engines are Dramatic Reversal imprinted on an Isochron Scepter with mana rocks in play, or using a Polymorph effect on the Urza token to search out Tidespout Tyrant. Tyrant lets you bounce and replay your mana positive rocks to net infinite mana. The simplest win con in Aetherflux Reservoir. But you can also loop Blue Sun's Zenith you mill out each of your opponents.
