I think the deck is starting to approach its final budget form. Thanks for all the great suggestions I love 'em. Right now the deck NEEDS help to with the sideboard. I have no idea what to put in there, but right now I play mostly against GR and mono-U Tron.

If you don't want to be as budget as I was. Get 4x Memnite and 3x Etched Champion (Memnites will replace Signal Pest and Etched Champions will replace Porcelain Legionnaire .

Current upgrade path is looking like. 3x Etched Champion + 4x Memnite and 4x Galvanic Blast

Then 2x Steel Overseer

Then this deck will sit at $81. And has a pretty solid core to build up from.

Then once we have those we can go crazy with 2x Tezzeret, Agent of Bolas or 2x Master of Etherium or whatever you want to play or want to invest into.

And finally mana base 4x Inkmoth Nexus they are are amazing. Blinkmoth Nexus does kinda nothing without Inkmoth Nexus so theres no point getting them before them. If you can't get Inkmoth Nexus like me I would suggest 2-4x Polluted Delta since they help to thin out the deck.
