This is my take on a reactive budget 8-rack list. Cards have been broken up into a number of categories to show how they effect out game plan. Out goal is to empty the opponents hand as soon as possible and keep it empty so our Racks can win us the game.

Discard cards obviously help to empty the opponents hand quickly. Necrogen Mists creates a loop that stops out opponents from just trying to stockpile cards in their hand late game. Raven's Crime gives us a use for out late game land draws and can be infinitely recurred with Dakmor Salvage.

The removal is a necessary evil in this deck as we are not playing any Ensnaring Bridge. Darkblast is removal that can be recurred and also allows us to mill a Raven's Crime if required. Geth's Verdict and Gatekeeper of Malakir are great as they get's around hexproof. Funeral Charm can even be used as removal in the early game if required. Dismember will take care of just about any creature as well and can be cast early if necessary.

Nezumi Shortfang / Stabwhisker the Odious can act as either a rack late game and can also work as instant speed discard. This is very effective as it allows you to make an opponent discard in their draw step. I am also playing Waste Not in the deck as it is a fun card. It can often allow us to draw into more spells which can be handy in a long and grindy game.

Overall I think this deck is fun to play and fairly cheap to build. I am still constantly changing the deck and I am definitely open to suggestions to improving it. Please keep suggestions to a reasonable price though as I want to keep the overall price under $100.
