Your deck reminds me a lot of the GB dredge deck that was shown on TCG player just after Born of the Gods was released. I couldn't find the link but I think I remember the general gist of the deck:
8 Forest
7 Swamp
I realize it's not totally budget, but the Nemesis of Mortals is uncommon, the graveyard fillers are common, Lotleth Troll and Herald of Torment are 2 or 3 bucks a piece, and you only need one more Deathrite Shaman than you already have. The land base you could probably just put as 9 Swamp 9 Forest and 2 Guildgate, or Temples if you have them, cause Overgrown Tomb is expensive. Abrupt Decay you could replace with Putrefy . I'm unsure how to replace Shadowborn Demon , maybe put in more removal, or just synergystic cards like Nyx Weaver . I realize this deck is rather different from your original list, but I hope this is close enough to what you wanted.

After playing against a non budget version of this deck last week I would definitely recommend 4 Nyx Weaver . At first glance I dismissed it as too slow for the deck, but after further consideration (and getting my a** kicked :P) I now realize that this card is amazing, especially on turn 2 with an Elvish Mystic (which I also believe you should play four of). I'm gonna ask my friend for his list to see what he has exactly and I'll try to get back to you when I have more info. As for cuts, Mind Rot and the deathtouch 1/1s are the most dispensable I would say. Hope this helps.

I would drop 2 Commune with the Gods for 2 Grisly Salvage because at instant speed, you can pull off more shenanigans, such as holding untapped mana for kill spells and using salvage on their end step, or you can use it during combat to make jarad bigger, etc etc, also, since you don't run enchantments, its better to be able to search for a land too (yes it is harder to cast, but the lands you get smooth things out)

I should mention that the 2xGrisly Salvage are on the list of cards to get, however my local shops inform me that they're the first of the Return to Ravnica commons to disappear whenever they get more. My best bet for getting the other two I need is to buy a bunch of boosters or get them from other players.

I'd say you're fine on 3 drops, but if you really want to fix it, i would drop Scourge of Skola Vale and put in Desecration Demon or Polukranos, World Eater

Strength from the Fallen is absolutely perfect for this deck.
And run literally anything other than Scourge of Skola Vale . That card is a disaster (its ability doesn't let you attack for anything big until the third turn you have it out.) You would honestly be better served with 4 Mountain .

Strength from the Fallen is a good card, granted, but to maximize it's usefulness I would need to work in a Pharika, God of Affliction as well as Doomwake Giant as a combo, but I am trying to lean away from the combo side of things.

Try adding 2 of Jarad, Golgari Lich Lord , I run a similar deck with him and he works great.

I'm not sure why tapped out thinks that Nyx Weaver and Font of Return are illegal cards... if you look on the wizards gatherer section, they are both legal. It doesn't make sense for brand new cards to be illegal...
