After reading your description I noticed a few things:

1

you aren't using Curiosity even though you mention it in the description... I think it's a great card for this deck, I was almost going to suggest it.

2

I'm really not a fan of Divine Deflection it's very mana intensive in order to be effective and Safe Passage negates ALL incoming damage for only 3 damage, but to each his own.

3

In your sideboard I was thinking you might get more bang for your buck out of Fog Bank rather than Skymark Roc.

Detention Sphere is pretty tough on tokens, which is what Skymark Roc specializes in dealing with. Fog Bank is an incredible blocker vs ANYTHING other than trample.

4

I love the use of Blustersquall and Downpour, I built a really fun deck around them, but Feeling of Dread is a more useful (Or at least, more readily available) version of Downpour if you're going duel color, wouldn't you agree?

Otherwise, I think it looks like a very fast, very fun deck! Let me know when/if you tweak anything I might want to play-test it for you.

Do me a favor and check out Zacoly's Rainy Day Deck (Mono-Blue Standard) - It's the deck I took to FNM last friday. In some ways it's similar to this, you might like some of the ideas.

Yeah! I will say I haven't done as well lately, burn seems to have come back in a mean way, and with a creature based strategy, if I lose more than 3, its hard to win, even though I find it easy to stall and then draw another.

Curiosity is out because of burn. Enchanted/cyphered creatures are a lightning rod, even though I love their interaction with double strike. I like divine deflection because it's a good, end the game fireball when it's the last card in your hand, and shocking as it is, it's won games for me. I do think safe passage may come in over negate :)

Auger of Bolas is out, for two reasons: one: playing short on creatures, but not too heavy in spells either, auger just makes creatures too much harder to draw for too little benefit. 2, because serra angel did well tonight!

you should try Curse of Echoes in your sideboard sometime. Honestly it's a pretty entertaining way to shut down decks that use lots of instants and sorceries. nobody uses it, but it's very effective!

Also, Psychic Spiral is probably a better response to mill than Tormod's Crypt - although it's not nearly as useful vs zombies or flashback if that's what you were going for.

You might need more response to mill in your sideboard - depending on who you're playing in your area.

The two weakest sideboard cards you have IMO are Glaring Spotlight and Skymark Roc.

Would you be willing to explain the cards/decks that they counter?

(I personally have never put more than 2 Blind Obedience in any of my decks at once because the second one doesn't provide hardly any benefit after the first one hits.)

You deck looks great though!
