Pack rat benefits from sacking cards. Mogis benefits from creatures on the board. With pack rat you need card draw and a detention sphere or Nile blight ruins pack rat. If you're discarding cards (soonest turn 3) you are weakening mogis ability to alpha strike (turn 3 play). Turn 1 tormented, Turn 2 gnarled scarhide and rakdos tackler n turn 3 mogis marauder. That's turn 3 8damage alone. Talk about a clock for possible turn 4 victory with another mogis. Pack rat hurts that
