This is a try at a Legacy Black 8-Rack Mill deck. No Liliana's or Mutavault. Basically I just try and keep any opponents threats off the board with discard cards like Thoughtseize or Blackmail . Hymn to Tourach is a turn 2 drop, hopefully wiping out anything else they'd like to play. Ensnaring Bridge and Portcullis keep creatures from attacking me, while I do work with Grindstone, Codex Shredder and The Rack. Planar Void and Bojuka Bog help against delve or any similar strategy, and Hero's Downfall if I can't keep a Walker or a Creature off the board.

Edit

Added some budget options to the maybe board. Duress to replace Thoughtseize, Millstone to replace Grindstone, and Murder to replace Hero's Downfall. This leaves you a bit susceptible to Walkers, and a bit slower on the mill, but still effective.
