So, two things:
What's the deck's win condition? this is incredibly important as it dicates what cards you run.
If you're going to use self mill, make sure it's controlled. Things that mill your deck are often not a good idea. Draw Discard effects are probably a better way to go. You sculpt what cards you want in hand and can pitch the chaff/cards you want in your graveyard. Also, things like Buried Alive / Entomb are great in reanimator decks - they let you get what you want.

@Wikd8ball: Thanks for the suggestions. I totally forgot about Genesis and I'll probably be taking out Titania, Protector of Argoth for it like you suggested.
@enpc: 1) Main win condition are fueling big X spells (mainly Villainous Wealth, Genesis Wave, Damnable Pact, and to a lesser extent Profane Command) with the cheesy Cabal Coffers + Urborg, Tomb of Yawgmoth combo. Being a self-mill deck there's also Laboratory Maniac and plenty of ways to pull him out of the library or the graveyard if needed. I had Mortal Combat in previously but I think it would be a lot harder to make work. I tried to include as many "Graveyard Matters" cards as possible and things that count creatures in graveyards (minus vanillas or Tarmogoyf) without totally screwing myself if someone kills my graveyard multiple times.
2) Looting is great and all but I was trying to avoid activated abilities that require a tap. My playgroup is very boardwipe-happy and creatures with activated abilities tend to fall off the board before you can use them past turn 5. I did some gatherer searches but the most efficient non-red looting I've come up with was Monastery Siege. I also had Buried Alive in earlier too but at this point I don't know what I would take out for it and there aren't any creatures that specifically have to be in the graveyard to do things currently. Entomb is beautiful but I'm trying to keep my budget low and I'm already spending about $100 to switch this over from my Damia, Sage of Stone deck.

Most of your stuff is pretty small, I wouldn't run Genesis Wave personally. And remember, if you Villainous Wealth someone out of the game, then you lose access to their stuff. I personally think Blue Sun's Zenith / Stroke of Genius are much better in that aspect. Make them draw out.
Also, If you're going for big mana spells, why not just run Deadeye Navigator + Palinchron? its boring I know but you're a combo deck. Thats what you do. Also, You could very easily run Basalt Monolith, Rings of Brighthearth and Deserted Temple. All of these cards are good in their own right for your build, and they act as a few other infinite mana outlets.

I agree with some of the suggestions made above. Living Death may be a card you want to consider. That is often a standard win-card for reanimator. Also in green and blue Beast Within , Rhystic Study, and Regrowth are all staples in my opinion. There's no real way you can go wrong with them and you should probably include them.

Things to consider adding:
Phenax, God of Deception, Ashiok, Nightmare Weaver, Genesis, Lazav, Dimir Mastermind, Necrotic Ooze
You might also consider adding more ETB effects to potentially abuse tasigur a little bit more.
Things to consider removing:
Krosan Tusker
Misthollow Griffin - Yes, you can delve it away for tasigur, but it's not that great.
Murder of Crows - There is better card draw out there, especially in blue.
Splinterfright - It only gets you two cards in the graveyard per turn and late game is a removal magnet. It feels underwhelming.
Titania, Protector of Argoth - None of your lands are going from the battlefield to the graveyard, so half of her power is not being utilized. However, you could throw in lands similar to Strip Mine for when you have the crucible.
Training Grounds - You can use it to reduce the cost of three abilities. Not being utilized.
