I tried to make modern burn at a budget of around 100 dollars (excluding sideboard) and to do this without making it too slow I had to cut out the white which lost Boros Charm and Lightning Helix and add some less good cards such as Shard Volley which I personally think is underrated and more Searing Blaze and Skullcrack .

you could easily make it more budget by cutting cards like Eidolon of the Great Revel and Goblin Guide but I'm personally happy where this is at also I don't know how to make sideboards very well so sorry if some cards are worse than other options in there
