No I'm pretty sure it still works.
Combat damage is just the damage dealt during the combat damage step. Because H-Strings is an instant it could happen during combat. It's just slightly limited. Heh pun, get this is a LIMITED deck heh heh.

Scratch that H-strings isn't a instant, but you can still just enable it by G-snipe dealing damage to the player.

Combat damage is damage dealt specifically by the creature itself in combat, not by an ability of that creature, nor a Cipher trigger. If guttersnipe attacks and is not blocked, it will deal combat damage and cast a Cipher trigger for 2 more damage, but the cycle ends there. It does not infinitely repeat for damage.

Shadow_of_The_Dark_Sun As much as I wish this was the case it isn't. The damage dealt by Guttersnipe's triggered ability doesn't count as combat damage, hence doesn't trigger the cipher. Only damage dealt by a creature tapped and attacking counts I'm pretty sure. Could you imagine how overpowered Hidden Strings + Zhur-Taa Druid would be?

Loyalty You may not have noticed this but you have a two card combo in your deck. Guttersnipe + Hidden Strings . If you leave G-Snipes trigger on the stack when you cast Hidden Strings, when you cipher you go onto Guttersnipe then Guttersnipe's trigger resolves dealing two damage to your opponent, ciphering Hidden Strings, Guttersnipe triggers, and it all repeats till your opponent is dead.
