Maybe Scrying Sheets and Rimefeather Owl since you're running snow... You can probably remove Amulet of Vigor because you really don't have enough cards coming into play tapped to make it worth it with the odds of even having it early game. And since you're already gonna be ramping lands Coldsteel Heart, Sky Diamond, Worn Powerstone, and Thran Dynamo seem not very necessary... Plus where are merfolk to get your general out quicker? Augur of Bolas due to your abundance of spells, Deepchannel Mentor because mono-blue, Drowner Initiate cheap and gives you something to burn your excess lands on, Enclave Cryptologist cheap plus draw later game (level up shouldn't be a problem mid-game), Harbinger of the Tides is an okay card, Thada Adel, Acquisitor is a good merfolk, Talrand, Sky Summoner for all your non-creature spells, and Wake Thrasher just a good merfolk. Gitaxian Probe is good just to draw... And since you're looking to ramp lands, why not bring your land count above 40?

Sorry, misread, thought it said merfolk offering. Ignore my merfolk suggestions.... as far as moonfolk, Erayo, Soratami Ascendant is the best moonfolk I can think of.

Changelings are also moonfolk. Shapesharer? There's others, I wasn't sure if you'd considered them was all.
I see Amulet of Vigor is probably there for your commander, that's kind of funny actually.
I'd probably start by cutting stuff that's just good and not actually related to your objective. Like, Recurring Insight doesn't relate to your land tricks the way Seer's Sundial does, plus is really expensive and its utility is dependent on what opponents are doing.
-> Aeon Chronicler seems neat but isn't really related to what you're doing and is slow and expensive.
-> Forbid can be strong but I'm not sure how strong your card draw is to support it. I think by the time it'll have the most impact, you'll likely already be bouncing entire board states and it won't add a whole lot.
-> Myojin of Seeing Winds is ten mana. I think you have way better uses for mana, like those scaling draw spells you could aim at other people for kills if necessary. He's nearly useless if you don't already have an overpowering position, and he's too expensive to run defense in the early game.

I love this commander, I've been playing him for about 3 weeks now and it's a ton of fun. I would recommend Curse of the Swine. In addition to getting rid of problem creatures, including indestructible problem creatures, it has a fun little interaction with Overburden. Other than that, some dig/draw spells like Treasure Cruise, Dig Through Time, Impulse, etc. and Sapphire Medallion. The Medallion does a surprising amount of work.

Thanks for the feedback vault, glad you took the time to check out the deck! I have yet to test this deck in a multiplayer setting with the local playgroup but will be testing it out in the close future, what might work and what does not so I will consider the suggestions when I figure out cards that does not work well in the deck :D

@aHeartlessPotato I'm not totally sure about the state of the ban list but going by sites like tappedout or magiccards.info it actually seems legal so I am running it. :D

Thanks for letting me know that it's still banned, it is still allowed at the local game store/ meta so I won't be removing it any time soon. Most cards of the deck is on the "watch list" to be cut for more effective cards and so on. :)

Why don't you play Cyclonic Rift? imho one of the best "mass removal" in blue.I would cut Adventuring Gear. But then there is still a lot of cards left :/
