A few key things make this deck run:

Stealer of Secrets / Aqueous Form

Agent of the Fates / Mizzium Skin, Boon of Erebos

Consuming Aberration / Aqueous Form, every other spell

Agent of the Fates is the key to keeping the opponents creatures under control. Ideally I just need him out and a medium sized hand. Mizzium Skin and Boon of Erebos keep him alive while killing opposing creatures.

Stealer keeps the card draws going.

At some point I toss out Consuming Aberration, possibly with Aqueous Form and swing to win. If necessary cast two or three of my one drop spells to bring him up to power.

The sideboard is a first pass. It was designed for WU control decks that run few creatures and things like Azorius Charm, Supreme Verdict and Sphinx's Revelation. Against those I sub out a lot of creature destruction for mill and try to get rid of the majority of their deck by turn 6-7.

Updates Add

Added Thrill-Kill Assassin and Omenspeaker for some early game presence, replacing 2 Stealer of Secrets and 2 Aqueous Form. Also took out the Hidden Strings for now. They're amazing the first turn they come out, but without that first cast or Aqueous Form it's harder to connect with a creature. Replaced with 2 Read the Bones.
