1. Overview:
Agent of the Fates
has one of the best Heroic triggers.
This deck will exploit his Heroic in many ways.
Through a series of combos, you will control the game.
There are many combinations available, but the main combo is:
Agent of the Fates
+
Aqueous Form
+
Hidden Strings
=
Each combat there is an Unblockable Agent that untaps itself and triggers his Heroic.
This deck uses some of the mechanics in the Theros set, such as Heroic and Scry.
It uses a lot of draw power and scry to get you what you need, when you need it.
This is a budget deck.
You can buy all the cards in the deck for about $20 (except the dual lands and sideboard).

2. Creatures:
Agent of the Fates
Your bread and butter.
This deck is centered around his Heroic.
The goal of this deck is to get him on the field and cast spells that target him.
Main targeting spells:
Hidden Strings,
Mizzium Skin
, and
Aqueous Form.
Try to have mana open and 1
Mizzium Skin
anytime he is on the field to protect him.
He is core, use a play set.
Triton Fortune Hunter
Draw power fits this deck well.
Combined with scry, it helps you get what you need.
When in doubt, trigger his Heroic to draw cards.
Combined with
Aqueous Form
+
Hidden Strings
, when you attack you can scry and then draw.
He is core, use a play set.
Omenspeaker
One of my favorite Turn 2 moves for any blue deck.
It allows you to set up your next two turns with its Scry 2.
It also stops/slows down aggro (like that dreaded
Precinct Captain...).

He is core, use a play set.
Deathcult Rogue
He exists to guarantee you can have a good target for Hidden Strings Cipher.
He can't be blocked, so attack with him every turn.

He is not core since we also get Unblockable from
Aqueous Form.
For this reason, use only two.
Duskmantle SeerHe exists for a few reasons:
1) He is a the biggest creature in the deck and he flies.
2) You draw an extra card at the beginning of your turn.
More cards = More to work with.
3) Every card in this deck (besides himself) has converted mana cost of 3 or less.
This means he is more likely to hurt your opponent than yourself.
The amount of Scry this deck does also helps.

Use only two to keep the mana curve down.
3. Noncreatures:
Hidden StringsNote how Cipher works: You cast a copy of it.
This means you can use it to target two of your creatures to trigger Heroic.
Ideally, you want to always target
Agent of the Fates
to untap, even if he is already untapped.
You can also use it untap the mana used to cast it so you can cast more spells.
Make sure you cipher this on a creature that can't be blocked (i.e.
Deathcult Rogue
or anything with
Aqueous Form).
He is core, use a play set.
Mizzium Skin
Use it to protect your
Agent of the Fates
and/or trigger Heroic at any time.

He is core, use a play set.
Aqueous FormTarget anything with Heroic and attack every turn to trigger scry.
He is core, use a play set.
Dissolve
Use it wisely.
Choosing when to counter is one of the hardest decisions in MTG.
Also available to fill this spot:
Negate,
Syncopate
,
Swan Song, or any other kind of counter.
He is core, use a play set.
Doom BladeUse it to slow your opponent down.
Once you get your Agent of the Fates combo off, you won't need this anymore.
Use two, that's all you need.
Sideboard 2 more when up against heavy creatures.
Sideboard
Dark Betrayal against black creatures.
Read the BonesProbably the best Turn 3 card for this deck
Use it as soon as possible, it will set you up for the rest of the game.
Be careful though, you use up three precious mana and shock yourself.
Use only two, you have other ways to draw.
4. Land:
Watery GraveA must have for competitive play.
Currently hovering around $10 per card, most expensive in the deck.
Substitute
Dimir Guildgate
or basic land if you can't get it.
He is core, use a play set.
Temple of Deceit
A must have for competitive play.
Currently hovering around $5 per card, 2nd most expensive in the deck.
Substitute
Dimir Guildgate
or basic land if you can't get it.
He is core, use a play set.
Basic Land
Island and
Swamp.
Have a total of 22 lands with dual lands.
8 x Dual-lands + 9 x Islands + 5 x Swamps = 22 Lands.
Keep in mind, this deck only needs about 4 lands on the field to be fully functional.
There is enough scry/draw to get land when you need it (or toss when you don't need it).
5. Counters:
1) Control:
Supreme Verdict,
Hero's Downfall,
Anger of the Gods, etc. will Prevent you from doing anything.
Control is hard for this deck to compete against.
The best answers I have are
Mizzium Skin
for spot removal,
Boon of Erebos
for global removal, and
AEtherling (maybe
Whip of Erebos) to keep board presence.
Also available are
Whispering Madness,
Siren of the Silent Song, and
Duress for distruption and card advantage.
I've even considered
Akroan Horse or
Rescue from the Underworld
against things like
Mizzium Mortars or
Anger of the Gods.
2) Tokens: Sacrifice a creature? Ok, goodbye 1/1 token that I don't care about.
Illness in the Ranks or
Shrivel should help with token decks.
3) Fast: Turn 1:
Favored Hoplite
; Turn 2:
Precinct Captain; Turn 3:
Fabled Hero
.
Sure, once you get your combo going, you can get rid of them.
But you will be long dead by then.
This deck doesn't even start til at least turn three.
