Hm, making the deck better at this point is really budget dependent. With the money, the mana base (lands) could be improved a lot, but that's pretty much true of every deck ever lol..
I'm not sure how much weight Energy Chamber will pull, if it's not doing enough work don't be afraid to switch it out for like idk more darksteel axes or something.
Cancel can certainly be better. A simple upgrade I can think of is Dissipate, which is like strictly better. Mana Leak is solid, and maybe consider Stoic Rebuttal.
I feel like there are better draw cards than Divination, but honestly I'm not sure what's Modern legal at this point. Take a look at some mono blue modern decks, and see what they use, maybe.

thx for the suggestion with Stoic Rebuttal. I mean its basically counterspell in this deck. Also what do you think of switching out Divination with Thoughtcast?
And regarding budget i can set the deck together for 15 bucks so far so im open for suggestions :P

Thoughtcast seems pretty good, yeah. If you have a little bit of extra money to throw at the deck, here are my thoughts..
This depends entirely on your meta, but depending on the amount of black vs artifact creatures, Go for the Throat can have more uses than Doom Blade
Etched Champion can chump block for days. You can't really Ensoul him, but he gets scary with a Darksteel Axe, and he's sort of an unkill-able blocker.
Drowned Catacomb, Glimmervoid, Tainted Isle, Tolarian Academy might be banned idk, Underground River seems strong here, Watery Grave, all are pretty much better than Dismal Backwater. Prices vary from relatively affordable to crazy expensive, so it might be worth into getting a few more good lands that suit your budget.

I'll definitly put Go for the Throat into the sideboard. Etched Champion is a bit expensive but I think i'll buy it when i have the change or trade for it.
the Lands don't really seem more usefull to me since i use lifes but maybe thats because i'm so new to mtg.
Also it would be nice if you could help me with the other deck i am building :)

It is a sort of a weird thing to think of life as not only an indicator of whether you're doing better than the other player, but as also a resource you can use to gain an advantage. Especially with a creature like Vault Skirge to help gain you some of it back.

Their value is sort of weird, because (almost) all fancier lands do is provide you with more reliable/consistent access to your colours, and that does seem sort of underwhelming at first.

(Tainted Isle is not modern legal. Verify that you can use the cards before you add them.)
Remove 2-3 Dark Petition. 5 mana is really too much for a 'fast' modern deck like affinity. And you actually have five converted mana cost cards in the deck. Tezzeret is not so bad and Thoughtcast never really cost 5. You also need 4 Cranial Plating. Maybe some Welding Jar can help to protect your stuff. Get at least Drowned Catacomb. They are probably the best 2 color lands for their price, except Watery Grave and other shocklands are better. One day you will draw all the wrong lands and lose, wishing you had a good colored untapped land in time. The mana base is as much important as your creatures. Without the lands you can't play what you want when you really need to. (especially with 'heavy' colored CMC like or )
Springleaf Drum is what make artifact decks fast. Play it first turn, with a Memnite, then you can cast something else like Signal Pest or Vault Skirge (with 2 life) and attack with both on turn 2. Or even play a drop ( metalcrafted Etched Champion ?) turn 2, with 2 lands + the drum and a creature.
This is the core of most modern affinity decks.

Hexcimal ; Artifacts Lands are banned and not legal in modern. Only Darksteel Citadel can be used.

Springleaf Drum is good, but Cranial Plating is very good as well, and I think there's room for playsets of both in here. I'd take out the Stoic Rebuttals entirely (UU is tough to hit sometimes, and beating face fits the deck better than playing reactively), but if you're set on it then try and maybe find at least 3 slots from the Doom Blades, Welding Jars and Rebuttals.
