I was challenged to make a control deck that was relatively cheap, fun, and easy to understand, so I kept it pretty straightforward in general with a bit of a trolly mechanic; tapping every enemy creature.

Your main win condition is Gideon's Avenger , with your objective being to tap as many creatures to get him pumped up. Ajani Vengeant is your secondary win condition, making the taps more significant and eventually removing lands from the game.

Your main creaturebase is Gideon's Lawkeeper , Goldmeadow Harrier and Stun Sniper . Just tap everything that would attack you, of course managing your mana for it a bit and perferably tapping during your opponent's turn. The sniper can also remove low-toughness creatures like Elvish Mystic or, do you wont need to bother having to tap them every time.

The rest of the deck is centered around crippling, with the blue enchantments making creatures permatap.
