So from what I talked about here, this is what I don't think will work as well.
Meishin, the Mind Cage wont work unless you've got the cards in hand to make it efficient.
War Tax doesn't seem to really get there to be honest.
Other things you should add as win conditions:
Palinchron infinite mana for that Helix Pinnacle win.... Or any win, come on infinite mana man. So Palinchron + Mana Reflection (Or any Mana doubler) or Palinchron + Deadeye Navigator .
Another cool thing was Haze Frog + Deadeye Navigator .

Rites of Flourishing can be used well in turbofog, card:Blue Sun's Zenith might work well with your deck also

The fireball idea made me laugh lol. I know that i cant run this deck using only plains, i just through them in there for the card count. i like to figure out all of the other cards then adjust the mana accordingly

i'd suggest some tutors, Worldly Tutor to pull out the card:Azor's Elocutors and perhaps Congregation at Dawn
get rid of the Urborg, Tomb of Yawgmoth , you can't even use the black mana.
you've got Dissipate in there twice.
Counterspell , Spelljack , Redirect , Silence are some of nice counters/tricks
i'd also recomend focusing on the electors as a win condition as they only need 5 counters to win. try Swiftfoot Boots , Darksteel Plate , Asceticism to help protect it and Contagion Engine /Contagion Clasp /Thrummingbird to make it win faster (they also work for the Darksteel Reactor and the Helix Pinnacle )

it combos anyway. when something becomes a swamp it gains the ability to tap for black. by playing Mana Web in addition to Urborg, Tomb of Yawgmoth , they tap out their mana by tapping a single land.

in edh a permanent can only tap for a colour that's part of your general's colour identity otherwise it produces colourless mana... unless mana web would force all his lands to TRY (and potentially fail) to produce black and instead give him a whole bunch of useless mana

Darksteel Reactor might also be your thing if that's what you're going for.
Isochron Scepter might also help for your fogging.
