The most important points of running an Animar, Soul of Elements deck is to
a. Have the proper mana to cast your spells. Animar's ability won't do much for cards like Magmatic Force if you don't have the right mana. All the cards Epochalyptik are in my deck, and I never have problems with mana (outside of something like Catastrophe , which I have answers for.
b. Play creatures that take full advantage of Animar's ability. If your playing a card with 2GGG, Animar's ability really isn't working for you, because your not really gaining any advantages from using it. However, cards like Ulamog, the Infinite Gyre are perfect with Animar, because honestly, who doesn't want free Eldrazi?

I am well aware that without getting the right mana this deck is wishy-washy; but on a tight budget that is hard to fix. Hopefully cards like Cultivate /card:Kodama's Reach, Prophetic Prism , Chromatic Lantern , Farseek , and the previously overlooked Evolving Wilds and Terramorphic Expanse will help to solve the problem, though it definitely won't be flawless.
Ulamog, the Infinite Gyre is a bit out of budget, I'm afraid. xD
Also thinking about throwing in Guild Feud for the free(ish) casting of fatties, but that's a different story.

It's not necessarily Ulamog, the Infinite Gyre you need, it's more about cards that use Animar, Soul of Elements ability to the greatest extent.

Globally in EDH I'd agree with you but for a 1 drop mana fixer that also puts a counter on Animar, Soul of Elements I'd say it's alright.

I don't play Birds of Paradise because 90% of the time it just gets blown apart by something as meaningless as Pyroclasm . I would rather have mana rocks like Vessel of Endless Rest or Chromatic Lantern

I'm confused as to why Deserted Temple and Rings of Brighthearth were suggested...
Contagion Engine and Viral Drake are good, but if you looked more carefully the former is already in the maybes, and the only reason it isn't in there is because the actual owner of the deck hasn't made said change.

Deserted Temple will let you use the Novijen, Heart of Progress and/or Oran-Rief, the Vastwood 2 times a turn the Rings of Brighthearth lets you Prolifricate more than once each time or use the fore mentioned lands abilities yet again for a 3rd and 4th time in a turn and with the Contagion Engine you prolifricate 4 times at once for 6 mana

Ah, I see. Definitely an idea, however, since it wouldn't be as useful without those specific other cards, I'm not sure it's worth putting in in place of something else.

those where just specific examples you can use the rings for a lot more than that, you can copy Evolution Vat ability or Solarion ability or for that mater if you put in Riku of Two Reflections or Kiki-Jiki, Mirror Breaker those would be great with the rings. But as far as utility cards you mite like Crowned Ceratok and Sapphire Drake with all the +1/+1 counters "flying" around in this deck you mite want them to actually fly around lol

It's important to get your land base to be consistent, especially in a tricolor deck. Consider the following lands:
Simic Growth Chamber
Gruul Turf
Izzet Boilerworks
Yavimaya Coast
Karplusan Forest
Shivan Reef
Hinterland Harbor
Rootbound Crag
Sulfur Falls
Evolving Wilds
Terramorphic Expanse
Ghost Quarter
Strip Mine
Terrain Generator
card:Alchemist's Refuge
Desolate Lighthouse
Depending on your definition of budget, some of those lands may not work.
You should also consider mana rocks like Sol Ring , Thran Dynamo , and Gilded Lotus .
Consider Cloudstone Curio .
