I copied and then gutted this Rat Tribal Deck.

The intention is a Mid Curve Mono Black Rat Tribal.

Paired against Green Elves, White Equipment/Auras, Red Goblins, and Blue Wizards; all around $120.

This is one of the hardest decks to build/balance/budget as any change in the price of Relentless Rats is magnified 49 times. Recent printing of Marrow-Gnawer has brought up the price of rat related cards a lot. For this reason I am giving this deck a higher ceiling compared to the rest of Round 1 decks.
