Planeswalker suggestions:
She's in Bant colors, and her +1 for card draw is just plain silly; can also be used to dissuade attackers if you target opponents' creatures. If you're able to protect her up to her ultimate, it's just game ending.
Another great finisher walker; her +1 puts a lot of bodies on the board, and her -3, while costly, kills off most creatures that would otherwise threaten your walkers.
More card advantage, but she also begins with a lot of loyalty, which is a bonus. Also maximizes the efficiency of your instants and sorceries.
Other suggestions:
Can't target planeswalkers, unfortunately, but he doubles the number of counters on valuable targets. Counter decks with access to Simic colors shouldn't go anywhere without him.
Mass removal doesn't get much harder than this. Include it.
Another essential mass removal spell. Should be in every blue EDH deck ever.

I very strongly recommend you put more ramp in there. 6 ramp cards that mainly add colorless mana isn't reliable in a four colored deck for sure.

Played it once tonight for the first game, I won but only because I got lucky and ulted Ajani.
I was able to defend with forgotten ancient and the scale lord pretty effectively and got in with a blighted agent once, then proliferated the last guy to death.
I was stuck on 5 lands for quite a while, definitely need more ramp.

You should run Archmage Ascension combined with some 1 drop draw cards like Brainstorm, Ponder, or Preordain. I play an Atraxa Superfriends/infect deck, and I can ult anwhere between 3-5 planeswalker a turn with it.

What about silent arbiter? Grind out the game to get to ult your walkers.

I would agree that more ramp would help this spam planeswalkers faster and give your opponents too many threats to deal with. Nissa is a planeswalker that can ramp so I'd look into her maybe. Particularly Nissa, Vastwood Seer Flip and Nissa, Worldwaker. Of course there are many other Nissa's that might help too. There are also Garruk cards that can ramp. Not sure if this helps or not.

Did any of you notice that there is an infinite combo in this deck? When you have both Tamiyo emblems and a Doubling Season on the field, you can play Elspeth, Sun's Champion who will enter with double loyalty, use her ultimate, get her emblem, then play Elspeth, Knight-Errant for free, sacrifice the Sun's Champion, return it to your hand, play it for free, sacrifice the Knight-Errant,return it to your hand, activate the Sun's Champion's ultimate, and repeat.
This way your creatures get +infinite/+infinite and flying.

Nissa, Vital Force might be something to look at. She ramps, gets back other walkers, and if you ult her all of your land drops net you a card.

Something I leaned is that Rings of Brighthearth doesn't work for Atraxa's proliferate ability. You want Strionic Resonator because it has the key word "Triggered" ability within its text.

Winding Constrictor could be cool in this deck, having it and a Doubling Season or Inexorable Tide at the same time seems ridiculous.

Also Oath of Ajani seems like it could work with both the counters and superfriends theme that you have going on.

You could add deploy the gatewatch and maybe reduce the amount of creatures you have in favor of board wipes.
