Thanks for the suggestions! For Venser, the Sojourner I'll probably add him. He's hard not to. As for Conjurer's Closet + Stonehorn Dignitary , That is a dick move, but I love it! I don't know if I will add them, because I hate winning like that, but I might put them on a sideboard. As for Dovescape I probably will not add it.

If you hate winning like that, you picked the wrong archetype to build a deck for!
I always thought Tezzeret's Gambit or Thrummingbird + Azor's Elocutors would be a cool deck.

Hmm... I love (all) the signets, though. I have cut a couple, but I have come to love the cards through my two other decks. My friends doubted my use of the card, but they soon realized, after playing my decks a few times, that the card was useful.

I would consider something like Mana Leak or Remand over your creature removal. You have A LOT of creature removal and not every deck runs a large number of creatures, and the ones that do will only find a slow card like Arrest mildly annoying at best. Banishing Light or Oblivion Ring are better if only because they hit more things. If they can remove Banishing Light they can also remove Arrest.

DX5 I have actually play tested this deck, and had issues with creature decks, but I can see what you are talking about. I will remove all detain creatures, but I will leave ghostly prison in. jules11788 I might just add Propaganda

Well that's stupid, Propaganda was reprinted in Commander 2013 so I don't see why it's illegal in Modern.

jules11788 I don't think any of the cards that were printed in commander are legal in modern. Also, the propaganda from tempest is illegal as well. Great card though! Why didn't they make Ghostly Prison illegal as well? it's the same card but in white.

Propaganda is illegal because it was never printed in a modern legal set, which is from 8th edition to current. Ghostly Prison was, which is why it is legal. Crads I suggest for a budget control list are: AEtherling, Day of Judgment / Supreme Verdict, Mana Leak, Journey to Nowhere, Gideon Jura, Sphinx's Revelation, Condemn.

TheDuggernaught I don't know if I will add Day of Judgment + Supreme Verdict because of my win con., which is Azor's Elocutors . I'll add Mana Leak , but I might not add AEtherling + Journey to Nowhere + Sphinx's Revelation . What is the purpose of AEtherling? Is it just a blocker? Thank you for the suggestions!

It can be a blocker, but it can also attack unblocked, can adjust it's power/toughness at will, and can also dodge removal all day. It even dodges your own board wipes if you choose to run them.
But if you are set on using Azor's Elocutors as a win con, then I would suggest fog effects such as Angelsong, Kami of False Hope, and Dawn Charm. Stretching the mana base to Bant (Green/Blue/White) will give you an abundance of fog effects.
Right now though, you focus is a bit scattered. You have Venser, the Sojourner and some cards that love to be flickered, and then you have the Azor's Elocutors and a counter control suite. If you aren't building around the bounce ability, then I would cut Venser, the Sojourner. If you are looking for things that keep your opponent's creatures tapped down, there are better creatures than Azorius Guildmage. Like Gideon's Lawkeeper.

TheDuggernaught What would you suggest for card bouncing? Also, I really like having Venser for detention sphere. what cards would you add to make venser even more helpful?

Aven Riftwatcher, Stonehorn Dignitary, Restoration Angel, Kitchen Finks, Fiend Hunter, Reveillark, Momentary Blink, Reality Acid, Blade Splicer, Wall of Omens, Archaeomancer, Sun Titan, Frost Titan, Flickerwisp, Mulldrifter, Sunblast Angel, Cloudshift, Ghostly Flicker and Ghostway are a some off the top of my head.
There are more cards that are good with Venser, the Sojourner in green as well, such as Thragtusk. Mystic Snake is also amazing with the other instant speed flicker effects.

I think you got my advice confused... If you want Venser, the Sojourner and cards that benefit from bounce, then you should cut the win condition of the Azor's Elocutors. The deck as it is in it's current form, is even more convoluted than it was before. If you want to win via Azor's Elocutors, go for a build that focuses on fog and draw effects. You can use Stonehorn Dignitary + Venser, the Sojourner (or other bounce effects), but the other creatures can go. If you want a deck that focuses more on flicker, then the Azor's Elocutors need to go. But Venser, the Sojourner just does not do much for a game plan that involves Azor's Elocutors unless you also have the Stonehorn Dignitarys... in which case you need both cards for it to really shine. Both are higher on the cmc side, and neither will win you the game by themselves or really even vastly further your game plan by themselves.

TheDuggernaught I suppose you are right... I was actually using Venser for his emblem. I was going to use his pop in order to remove cards that I do not want on the battle field. His plus 2 has synergy with detention sphere, especially when playing against a populate deck. I'm not really counting on getting venser out, I'm just using him as a backup in order to get rid of unwanted cards, but I can see where you are coming from.

Highly recommend some better counterspells. Dissolve, Negate, and Mana Leak are all fantastic and not very expensive. They are both much better than Bone to Ash and Convolute.
Also, consider Glacial Fortress for your mana base. The three types of dual lands you have right now are all slow and will hurt your tempo somewhat.
Condemn is great creature removal, especially if your win condition is the Azor's Elocutors and you don't care about your opponent's life total.
Four Reality Acids are probably too many, as they're pretty bad without Venser, the Sojourner, and your chance of drawing him is not great.
Ratchet Bomb is a great sideboard card against tokens.
Flashfreeze is a good sideboard card against red or green.

Also, you might want to consider something like Anticipate (or Preordain/Ponder/Brainstorm if you don't mind being modern-illegal) to smooth out your draws.

tsdrifter Thanks for the suggestions! Also, as a side note, this deck will NEVER see FNM or tournament play. It is just made to screw with my friend's decks.

In that case, might I ask why you want it to be modern legal? There's some great stuff (such as Preordain and Swords to Plowshares, both of which I highly recommend) that isn't modern legal, but is still pretty inexpensive.

tsdrifter I want to stay as close or in modern legal as I can, because all of my friend's decks are modern legal, just to keep it fair. Similar to a modified version of my selesnya populate deck where I am using Parallel Lives instead of Primal Vigor.

There are a lot of unneccessary/things you can do better here. Focus on establishing a single lock on the game that will prevent you from getting combat damage, then win the game with elocutors. The best one (in terms of monetary cost) is Venser, the Sojourner/Conjurer's Closet + Stonehorn Dignitary. There is no need for taxing effects, removing the combat step is much more useful. After that, landing a Dovescape will lock down the game 100%.
Your goal will be to establish the lock first and then put the elocutors in play. Thus, you need no more than 1 in your whole deck, and certainly not 4 as it is now.
