I am intending to build all 32 possible commander color combinations with each deck being around $100 (+/- $25). I have other decks that are more valuable/better this is about long term variety for playing with my kids at home and at local shops casually. I personally always liked Angels and so they will feature in several decks starting with this one.

Mardu lacks ramp, and Angels have high CMC so Kaalia of the Vast can cheat a few of them onto the battlefield for me. I have a high end monowhite angel deck, so this deck is focused on what Mardu color scheme gives me. Win-Con is going to be Aggro. So the first prioirty is to get Angels on to the battlefield, second is to get extra combat phases, third is to keep Kaalia alive so she can keep cheating Angels onto the table.

Mardu will give me plenty of removal, and graveyard recursion so those are the directions that this deck will likely lean.
