A simple used-to-be-but-is-no-longer-a-budget mana lock deck. Core of the deck is Captain of the Mists + Hokori, Dust Drinker , eternally shutting down their mana base. Ghostly Prison stops them from attacking once they're mana is crippled.

Of course, Hokori, Dust Drinker is a double sided sword. What about my precious mana base? Arbor Elf and Voyaging Satyr let me untap my land as often as I need it, Fertile Ground gives me more bang for my untapping buck, and Cyclonic Rift to bounce their entire board is the eventual finisher.
