With the targets available to us, little Blinky has so much to offer us. He can:
Draw a card (blink Elvish Visionary).
Bounce and Nevermore a creature for a turn (Reflector Mage).
Let us attack with Gideon, then flicker him and get a Knight or an Emblem. Two activations in one turn!
Put a 3/4 flying token onto the battlefield (blink Wingmate after or during combat).
Tap down a creature the opponent controls (especially indestructible ones like Ulamog).
Kill Hangarbacks.
Kill tokens.
Combine with our four maindeck Hallowed Moonlights to permanently exile any creature we wish, including an attacking Gideon. And we get a card out of it!
Combine with Whisperwood Elemental manifest tokens to return any permanent to the battlefield face-up, triggering ETB effects - Silkwrap and Stasis Snare become instant-speed removal even when manifested, a 2/2 can become a Gideon and we can activate him, flip an Oath of Nissa and dig three cards.
... as you can see, there are a ton of options, and they're all available to us for the low, low price of 3 mana!
We also run some high-value creatures that can simply win the game on their own; Wingmate, Gideon, Reflector Mage. Our removal suite is a bit narrow, but we benefit from having Permanents as removal as we can flicker them off of Whisperwood, meaning they're not "wasted" as 2/2 manifests.
The mana base is a bit weird at first glance, but we need a relatively high count of colorless sources to flicker our dudes. I used to run less sources and I ended up getting stuck with a bunch of colored lands and no way to activate Displacer. I've since found that Crumbling Vestige is perfect for the role, as it
a) Fixes our mana instantly (even if temporarily)b) We can cast Gideon on any color mana anyway with Oath of Nissa outc) It provides Displacer mana afterwards.
It also fuels Mirrorpool and Sea Gate, which we get to run because of all our C sources.
