This is an EDH deck for the recently previewed Baral, Chief of Compliance.

As the title suggests, this deck focuses on casting counter spells to control the board while looting through your own deck.

This fills your graveyard with cards that aren't relevant or needed at the moment and allows you to dig.

Currently wincons are cards such as Rise from the Tides, which should flood the board.
