In so many words, you're looking to be midrange with a kinda controlly finish. I dig. I would up the land count 1 or 2, though, so you could more reliably hit land drops. A lot of the finisher cards require a lot of mana.
Also, drop the Quicken for a Hypersonic Dragon .
Fated Infatuation might be a good idea, as could Melek, Izzet Paragon depending on what you have in mind.

I would, but I'm not terribly into burn, so take that with a grain of salt.
If you need another creature to cut, I think a Spellheart Chimera could go. It's not amazing until late game when you have instants and sorceries in the graveyard, so one or two going would more remove it from early-game draws than from the late-game where you would want it.

You have a very solid set of counters already. If it's close to the mana curve, the charm will handle it, and if it isn't dissolve or rift will. Just in case, counterflux is in the sideboard.
If you're running out of cards and counters simultaneously, it's likely you are playing counters too liberally. Blocking everything the other player does is impractical, so just focus on the deadly stuff which will kill you before your deck can deploy.
Card draw? I personally DO NOT like divination. You're basically paying three mana to gain one card early in the game when you likely have plenty of cards and tempo is very important. 90% of the decks I have played would have been better suited by dropping a defender like Murmuring Phantasm or Wall of Frost . Card draw is something you need later in the game when you are running out of cards.
Mercurial Chemister is my go-to card draw because he's late-game, gives a lot of cards for cheap, and when you have enough cards he also acts as removal. Easily my favorite card.

Also if you're looking for draw cards I'd use Telling Time or Ponder I use them in a similar deck

@ Suicidebring3r: I love all of those cards (especially ponder) but this is standard. Were this extended I would have recommended Kraken Hatchling and Switcheroo . That was one of the Depths of Power intro deck's combos which I liked a lot. It's worth it just for people to say "Kraken hatchling is a bad card" only to wind up with it a few turns later.
I don't like Blast of Genius quite as much as the chemister because they basically do the same thing, but the chemister offers a choice every turn while the blast does both things once. If you think you have enough creatures and that casting the blast with Epic Experiment is what you want your deck to do, absolutely do that. It will certainly work.

You're playing U/R, you want efficiency. You shouldn't be playing anything that costs more than 2 or 3 unless it basically wins you the game. Don't add the gauntlet.
Other than that, looks pretty good, but you should really try to get your hands on 3 more shocks

I'm thinking about taking out the meleks for Jace, Architect of Thought the meleks cost a lot (mana wise) and anything that does cost that much should be a game winner or very helpful (like keranos)

I played this in a win a box tournament and got 4th out of 14 or 16 but then had to leave in top 8 so I got 5 after top 8 but I need help with the sideboard any ideas

Hidden Strings Opens this deck up alot!
For creatures, Master of Waves is a good way to fill out your board without filling your deck :) Elemental Tokens are always good.

I'm not sure where I could fit the hidden strings in. Also I don't think I have enough permanents for a master of waves.

I hear you on Master of Waves but I really think Hidden Strings would go far in this deck. Playing it as a Cipher, allowing you to tap down things or untap your own.

I like the idea of cutting the two meleks for two Jace, Architect of Thought, as much as I wish melek could be good in standard, he's really not that great.
As for other additions, I would suggest finding room for 2 or 3 copies of negate, because they hit so many things (underworld connections, thoughtsieze, walkers, rev, other counterspells, etc.) and maybe 1 or 2 dispel in the sideboard for control matchups.

Do you want this to be an actual control list? Or are you going for more of a tempo build? Because if you want a control deck, you've got way to many creatures and not enough ways to say "no".
