See I thought that's how it would work as well since I know you can tutor cards with an X cost like the X=0, but I got this ruling from Celestial Kirin's gatherer page:
"If the Spirit or Arcane spell has X in the mana cost, then you use the value of X on the stack. For example, Shining Shoal costs XWW. If you choose X = 2, then Shining Shoal's converted mana cost is 4. Shining Shoal also has an ability that says "You may exile a white card with converted mana cost X from your hand rather than pay Shining Shoal's mana cost"; if you choose to pay the alternative cost and exile a card with converted mana cost 2, then X is 2 while Shining Shoal is on the stack and its converted mana cost is 4."
I think this is because when X-cost cards are on the stack, the X cost has already been payed and thus already determined, whereas there's no way to determine what it might be if its in a graveyard or library.

Mind's Eye is generally pretty good for mono-white -- I would remove Tower of Fortunes for it.

Hmm that would probably be a good swap. I think I might have it in the sideboard and switch it in for multiplayer. I use this deck against my friends and sometimes it is a 3-4 person group, other times it is just me and one other. Being able to fill my hand in a burst is probably better against only one person, but against 2 or 3 and Mind's Eye would become more consistent. Or if my opponent is using something like Azami.

33 lands really isn't enough for the CMC cards you're playing. 37 would cause you to get land screwed much less. I play tested this deck 3 times against other EDH decks and it got land screwed each time. Hitting 6 land to cast your commander a second time is very hard to do with 33 land. Up it to 37.

Hmm, I figured as much. What would you suggest cutting to make room for lands? I'm thinking Scroll Rack as the only big interaction with it is with Land Tax, which would also become less useful if i was getting land screwed less. In my playtests I usually get stuck around 4 mana, which oddly enough is usually enough to win against other less-optimal decks without constant board control. Decks that durdle too long can't keep up with the flyers and most mistakenly take out my commander first, fearing a commander damage death or a board wipe when really there's no need for me to wipe the board once I have enough flyers and enchantments in play.

Not sure I like Cryptic Gateway since it taps down my potential attackers and doesn't net me the wipe from my commander. Only reason I have Quicksilver Amulet is because it is a 4-drop that helps me cheat the few 4-drops I have into play without blowing them up since I have a lot of helpful 4-drop enchantments and such that I don't want to blow up.
I do really like Oblation though, any suggestion for what to remove?

Unexpectedly Absent is a powerful card that should probably find a place
Karmic Guide is a necessary inclusion for sweeping cmc 5 -- not that it isn't already necessary given that the deck is white.
Should probably run Reveillark since it is fucking good and you are likely going to have lots of targets.

maddoxmtg Those are good hate cards, they'll probably have a place in the sideboard even though I don't typically face many artifact decks. The fact that this deck is so light on mana rocks makes those two even better. Thanks for the suggestion.

I built a deck with the same basic principle. Mono white spirits. The difference is that mine is commanded by Oyobi, Who Split the Heavens, and it's more token minded than control. Doesn't play out as very strong, but I didn't intend it to either. Love what you've done with the Kirin. Hope you manage to make it more competitive. +1

To be totally honest, I thought that your commander was Kataki, War's Wage from the name. Also, why is he not in here??
I'm not a fan of Not Forgotten, because it's a meh card in general and doesn't trigger your commander.
I would look into powerful creatures that just happen to be spirits (like Spirit of the Labyrinth) so they get value while your commander is gone and act like a wipe otherwise.
There are no zero-cost spirits, so your commander can't hit tokens. Perhaps Declaration in Stone to deal with that?
I'll think on this further, and give another more in-depth comment later. But for now, a +1 for experimenting with an unusual commander! :)

Tbh, I don't know why Spirit of the Labyrinth isn't in here. It likely was at one point, but I recently cut this deck down from over 100 nonland cards and it probably slipped out. I'll try to find a place for it.
Kataki was one of those cards that I'm incorporating into the Stax variant of this deck. Some of my friends play more casual EDH and he seemed just a tad too oppressive for that. Adding him to the maybeboard so I don't forget.
I'm also not really a fan of Not Forgotten, I just have so few ways to recur non-creatures that I figured it is almost like a worse Eternal Witness. Any suggestions for more recursion?
I'm hesitant about Declaration though. Giving my opponent so much potential draw seems risky. It would be leagues better with Kataki out so that is something to consider for the stax deck. I'd probably just keep with Ratchet Bomb+Steel Hellkite in the sideboard.

I like this deck! I have not considered a spirit deck before! I also have a hate/control deck and I love playing it especially against other white hate/control decks just because it is chaos. Check mine out: Commander of Angels. He may not be a spirit but Eight-and-a-Half-Tails is a great card for some easy protection.

Shining Shoal Would only hit 2 CMC creatures, as the X in it's mana cost represents nothing. But the rest is awesome. Nice work with a strange Commander.
