AzrielBarakiel- I like that idea. I have each of AoT, Beleren and Unraveler. I like Beleren and AoT.
Was thinking of taking out 2x Thought Scour since both Jace offer draw and mill. And take out one remand for another Island. Thoughts?

I think that Thought Scour is one of the better cards for a control based deck since it's and instant that replaces itself. i would take out your sorcery speed mill cards. when it comes down to it, they mill more cards but don't gain your board state or prevent your opponents from gaining board state.

AzrielBarakiel- Agreed. Playtesting this for the past hour or so, I'm getting the mill in, but I run out of control gas. V2 will probably roll out faster than I thought with a more passive mill mechanic and a more stable control shell.
Thought Scours will go back in, as well as the Jace, Architect of Thought and Jace Beleren.

itachi45- Traumatize is a terrible card. Period.
It costs 5, and only Mills half the opponent's deck, so it will NEVER be a game ending play. By the time I get to play it, I pay to mill ~15 cards and lose all control over the board for the turn.
Sorry, but there's no way I'm putting it any mill deck- ever.

Both Walkers feel too slow to me-even though its sorcery speed Tome Scour is efficient enough to warrant a couple slots. I think that Gigadrowse will usually be better than chronic flooding as well. The deck is really coming together!

Why you didnt put fetchlands instead of Evolving Wilds? I would use Jace, Vryn's Prodigy Flip instead of Jace, Architect of Thought

This deck is really creative! I like it! That said, it looks pretty rough around the edges. I'm going to be testing it. I'll get back to you on suggested additions, as well as a sideboard.

Is there any way to make it more budget friendly? I'm getting back into Magic after a long hiatus and want to start by playing a annoying deck that many people claim will be only fun for me. This deck is original as well, and I need to add it to my folder.

Yeah, the "No" factor of this deck makes it pretty aggravating to play.
The real wallet sluggers here are:
Mesmeric Orb- These are nearly 40% of the deck's cost. Unfortunately, also nearly indespensible to the deck's mechanics. Doing so much of the heavy lifting, I'm afraid there isn't any comparable replacement for their long-game potency.
You may be able to replace these with some hard milling cards like Mind Sculpt, Tome Scour, Sanity Grinding, or Memory Erosion. All much cheaper than Orb, but will ultimately do less in the long run.
Oboro, Palace in the Clouds- this isn't necessary to the deck. In fact, it's in this list, but I don't actually have one for it in paper. My one copy is in my Esper Salt Mill. This list does quite well without it. You could use Halimar Depths for some deck fixing, and it would work with Deprive and Hedron Crab in a defensive position but still add fuel to your wincon.
Thing in the Ice Flip- This is still in testing. With only 2 in the deck, it's not a crucial card. More of a backup wincon should I face a go-wide token or weenie deck. You could do AEtherize, or fill in with one more of each Unsummon and Vapor Snag. I've even been considering Boomerang, so I can return their lands as well.
On the low end of pricing, these cards are over 50% of the deck's cost. I'm not sure how competitive your meta is, but this will still be annoying in any capacity. If you're playing more casually, you can always do a casual mill like Bigger Bluer Eraserer, this deck features 2 cards, not legal in Modern: Whirlpool Rider and Accumulated Knowledge.
The other option to making this more effective with a budget, would be to add some more tempo. Mana Leaks, or other cheap disruption spells would simply buy you time to finish the job without the Orbs.

TheSurgeon Oboro, Palace in the Clouds was the card I'd replace for Halimar Depths as you suggested. That'd bring the price down $20 and help me a lot. I have to go to work but I'll look at the rest of your reply later, thanks!

shirouu- Great question.
In short. It would work, but I honestly would just use basic islands.
To elaborate, I find that having the fast land is crucial for the competitiveness of the deck. Early game, it's important to have your disruption handy asap, to get under the opposition. If you do use these, just make sure you add mana to your pool before playing your land, and return the tapped land to your hand.
Have you chosen your replacements for the other pricey cards? If so, what did you select?

TheSurgeon The pricy cards are necessary, putting aside Oboro, Palace in the Clouds so i'd stick with them. Remand is nasty, my friend has it in his illusions deck. But Remand doesn't do THAT much for the deck, however I can't find a good replacement which is a huge bummer. For Oboro, Palace in the Clouds I could replace it with your recommendation. I'm very indecisive when it comes to these kinds of things. It's a real bummer that i'm dirt poor.

shirouu- I know what you mean, man! I've been trying to competitive-ize mill for about 12 years now. I traded nearly all of my trade fodder for my paper Esper Salt Mill. Now, mill is poised to be recognized as modern competitive, and the price of effective cards for mill have doubled. Sorry for your luck there, friend. But perhaps it's something to work on slowly. The list is always here, so when you're ready, it's waiting!

makes complete sense.
i would add a Jace, Memory Adept or two and play a couple more lands. I playtested it a couple of times and would putter out on lands. i didnt have enough to play my mill spells and play control spells in the same turn which defeats the purpose of playing control.
I would say to to play something that is a threat, planewalker, enchantment, whatever have you, and then defend it. similar to what hedron crab does. i just find the instants and sorceries a little lack luster.
