A Budget Mono Blue Polymorph Deck
This deck is part of my under $30 series. The idea is to stall with counterspells until you can play Polymorph or Proteus Staff to get out Stormtide Leviathan or Inkwell Leviathan. First you need to play a token via Flayer Husk, Khalni Garden, or Wind Zendikon. Then hold off your opponent with Counterspell, Essence Scatter, Mana Leak, and Into the Roil while searching your library for Polymorph or Proteus Staff with Peer Through the Depths, Ponder, and Preordain. Watch as your little token becomes a mighty Leviathan.
Inkwell Leviathan is the best target vs decks with control spells (UWB), whereas Stormtide Leviathan shuts down decks without flying creatures or control options. If you're not sure, Inkwell Leviathan is probably the safest bet. Plus if the game goes on long enough you can hard-cast them.
If you have little extra money I would recommend splurging for another counterspell to replace Essence Scatter. Other good polymorph targets for less than $3 include Utvara Hellkite, Akroma Angel of Fury, Worldspine Wurm, Simic Sky Swallower, and Kalonian Behemoth. That said the best options are likely Progenitus and Emrakul the Aeons Torn, but those are pricey.
