Using cards like Wheel of Fortune or Reforge the Soul to go through your deck to fill graveyard with dragons for the Commander. Buried Alive does the trick aswell. There are plenty other cards to reanimate from your graveyard.

In combination with that Underworld Dreams and Fate Unraveler deal your opponents damage for drawing cards. Megrim and Liliana's Caress deal your opponents damage for dicarding cards.

If damage won't do the trick there is a chance to win by milling your opponent with Altar of Dementia. A lot of tutor cards can help to find the combo's you need. Teferi's Puzzle Box can speed up the deck in general.
