Counters? Check. Stall until you see your opponent quit Magic? Check. Make Magic unfair? Check. This deck uses counters to stall and gather key pieces like Norn's Annex and Monastery Siege to have the opponent decide between paying for that really important spell or paying to attack you, either way, you have counters that will require them to pay even more mana forcing a complete lock down on your opponent. In the later game just finish your opponent off with an AEtherling or an Icefall Regent. How are you going to get your combo pieces you may ask? There is plenty of card draw that is included in this deck to aid you sneak in that precious enchantment for a lockdown!
