How evil do you want to be? and I would take out tunnel vision, at least where I play every deck has an Kozilek, Butcher of Truth or an eldrazi of the sort even if not planning on casting just to avoid mill. aside from that my other suggestions would be based on how mean you want to be

I have no concern for "Evil". In my playgroup, we catch flak for tapping lands, I think I can afford to tip the hate scale a bit. Also, none of them run Eldrazi except for one of my friends who runs an It That Betrays, which doesn't mess with Tunnel Vision.

including your general you have 11 wizards, not including clones I would put more in things like, Magus of the Future Supreme Inquisitor Patron Wizard Talrand, Sky Summoner (he seems odd but taps for draw and makes blockers) Sigil Tracer (great way to get infinite mana although it is kinda wonky how) Voidmage Prodigy (risky but when you need it in a pinch you can draw then counter) Information Dealer Vedalken AEthermage (NEED!!! if you don't play French style if azami gets tucked this will get her or what ever wizard you need into hand) Voidmage Apprentice (keeps your opponents guessing and keeps a counter handy) I would also play more ramp I play Mox Opal + Chrome Mox + Mana Vault + Sapphire Medallion + Coldsteel Heart helps to get an army of wizards out quick and end the game... some instants and sorcerys that I would consider in this is Muddle the Mixture Merchant Scroll and Forbid they are help you get what you need or stop someone that isn't you from winning. With playing Psychosis Crawler if you normally play multiplayer I would try and eldrazi as well just so you can keep going and Forbid would make sure you never have to worry about decking your self with a eldrazi in I would suggest Kozilek, Butcher of Truth but you can be that guy and play Ulamog, the Infinite Gyre I don't because even tho I want to combo I'm that that much of a dick. I've been thinking about playing Tomorrow, Azami's Familiar but haven't gotten to. helps get to the combo faster. hope it helps and when I post mine how to get some suggestions from you as well :)

It's not a problem at all brother, I appreciate it greatly. This is the next deck I am seriously considering building and I haven't had much input so far. Thanks for the help, Ill think a lot of it over.

C-C-C-C draw that was the build I have off the top of my head, I know i'm wrong on a few things... Kozilek, Butcher of Truth and Tidespout Tyrant are supposed to be in it but its gone through a lot of different builds so can't remember what got removed

Mate, not enough Wizards in wizards.... I run this deck and i got like 30 of them. I'd add Sage of Fables, Merfolk Thaumaturgist + Serendib Sorcerer, Beguiler of Wills, Gallows at Willow Hill since many of wiz are hummies, goddamn Archetype of Imagination is wizard, Glen Elendra Archmage for more cancel and shit, also Scourge of Fleets works here nicely. Sage of Epityr works good as 1st turn drop.

If you are going to play mono blue, Vedalken Shackles is great. and you really need more wizards it makes the infinite combos you have much easier to get a hold of.

Gauntlet of Power is almost strictly better than Caged Sun in a monocolor build like this, considering that most of your colored mana is coming from basics.

Araganor I don't like Gauntlet of Power simply because it also helps my opponents (in my play group, 4/6 of them use U in some way). I can't see why I'd replace Caged Sun for Gauntlet at that risk for only one less CMC.

Right, my bad. I could see why you wouldn't want that. I think it's worth considering if your mates don't run very many basics, but if they do then you probably want to avoid that.

Phyrexian Metamorph is a pretty good clone.

Time Warp is another turn.

Knowledge Exploitation is Bribery for Instants and Sorceries.

Counterspell is a flat 2 mana counterspell (better than Remand for Commander).

Tezzeret the Seeker can tutor for some artifacts.

Snapcaster Mage is another wizard that lets you get value.

Talrand, Sky Summoner is another wizard that lets you get value.

Fatespinner ruins people's day.

Steel Hellkite wrecks tokens.

Trinket Mage and Treasure Mage tutor for good artifacts (Sensei's Divining Top, Sol Ring, Caged Sun and Mindslaver).

Take a look at David McDarby's list from the Commander Versus series on YouTube if you haven't already. He completely shut down the deck he was playing against 3 games in a row.

if you are going to run Mind Over Matter I'd suggest also going for Temple Bell and maybe Library of Leng to combo out with those as well. that way you can mill your opponents out, and filter by discarding back to your library.

I suggest at least considering Lullmage Mentor, combos well with Xenograft.

Also, Master of Waves + Mirror Mockery + Thassa, God of the Sea (who should already be here) is a great combo.

I would recommend Flood of Tears . It goes infinite with Omniscience and any wizard that returns a spell to your hand when it ETBs. Archaeomancer is the best one that I can think of off the top of my head.

I would definitely go heavier into countermagic. Your list seems incredibly top heavy and against any relatively fast deck you're just going to get overrun.

I would steer away from the good-stuff kind of playstyle you got going on here because it feels very unfocussed, and go heavy into a specific archetype. Maybe you like combo and want to stall out until you draw your pieces (which is how I designed my Azami list: Shameless plug at the end) or maybe you want to go with a big mana deck (which is the impression I'm getting from your list right now and what I'm going to give suggestions based off of).

So for a big mana deck, you want to run as many rocks as you can, so stuff like Vault, or Crypt/Grim monolith if you can afford it. Use low cost board clears like Evacuation to keep creatures off your back. I'd suggest running a few zero mana counterspells for interaction as you're ramping up, like Daze or Disrupting Shoal and FoW ofc you can afford it. After all you are playing blue, and it would be stupid to not to abuse the instant speed interactive potential here.

As for the payload, probably keep them to cards that will instantly win the game. Omniscience imo is a trap because it's really expensive, a countermagic magnet, and if you hardcast it you're not going to have the mana to fight over it. I would suggest alternatives like Palinchron because it combos well with High Tide.

TLDR: Trim down the top end to just the best cards, and fill the lower end with mana rocks and interaction. Here's my list for reference. It's the polar opposite but I hope you find it useful nonetheless. A good start though. My deck:
