Concentrate can go to put in Cruel Ultimatum . Both are draw cards so that's easy enough. I would suggest taking out Countersquall . Dissipate is the better counter card and Sealed Fate works like a preemptive counter.

The land base could be better, but as we all know that's more a matter of willingness to spend money than deckbuilding skill, so no problem there - though Jwar Isle Refuge and other cheapy uncommon/ common lands should definitely go in!
Perhaps more stuff to steal opponents' creatures from their own graveyards, since you'll be filling their graveyards with their own hands? Reanimate , Body Double , and Ink-Eyes, Servant of Oni come to mind, but I'm sure there are others. Necrotic Ooze could be fun, but sort of goes against your goal of fatties and control. Beacon of Unrest is another really good one, btw.
Maybe more evasion for Bolas? Distortion Strike , Artful Dodge , Trailblazer's Boots , Glaring Spotlight , etc.
One last thing - the deck can only have 100 cards including your commander, so it's really more like a 99 card deck. Currently you're at 101.
Anyway, it looks like a lot of fun and doesn't fall into the mega-boredom of "EDH decks with X colors MUST have card Y and Z" that I see so much in this casual format. +1

Jwar Isle Refuge and it's related 1 life giving buddies are on my acquire list. I'll toss reanimate, body double and Ink-eyes on that list as well.
For evasiveness, I'm hoping that Bolas's flying will get me most of the way there. I'm trying to get a lot of haste makers in the deck as well. (Lightning Greaves will also need to make it's way into this deck.) So, I can just cast and let him rip when the timing is right. I'm digging Trailblazer's Boots that might as well say "unblockable" in the EDH format.

If you want draw, Phyrexian Arena , Fact or Fiction , and Skeletal Scrying are all good.

I keep adding and removing Fact or Fiction to this deck! Ha. On one hand, I like the card a lot, but I'm not really leveraging it as well as I would like.
I've swapped in Twisted Justice in it's place because it accomplishes two goals of my deck at once. Though, I do think an argument could be made that FoF is better despite the dual purpose.
On one hand I would love to run Phyrexian Arena , on the other I feel like every black deck and its brother has it in the deck list. For good reason, I think. It's very effective. At this time I don't own one, so I'm passing on it for the moment. But, I'll put it in the Maybe and Acquire lists.
Skeletal Scrying is a good catch too. That might hurt my own graveyard too much. I don't have a lot of recursion, but I do have some.
Honestly, I'm more worried about the creature quality than the card draw.

For good creatures, you've got the two titans you're still missing, Consecrated Sphinx , and Wurmcoil Engine of the top of my head.

I like both of those suggestions. But, I don't like them for this deck. I feel like those are two creatures that can go in any commander deck regardless of theme.
I'm wanting to stick with things that feel like they belong here rather than are just plain good creatures.

you could try getting some ways to deal damage to your opponent, en then play Rakdos, Lord of Riots to help you get the mana for your big creatures, thats how i play my expensive dragons in standard

If you have a Bolas deck you have to run a Cruel Ultimatum . Its one of my all time favorite cards. Sealed Fate is another fun card. Not only take away one of their spells, but set their draw for the next X turns. Works really well late game.
