36 lands did seem a bit low. I think 38 might be pushing it a little. I don't feel like I need the signets given that this deck barely needs red mana. I could go to 37, but I have no great cards to put in. I'm thinking something like Cultural Exchange or Volcanic Offering. Some politically oriented card...

Volcanic Offering is one of the best red removal spells imo, but since you're running black, its not so necessary. As a political spell for politics.dec, its awesome.
Cultural Exchange is alright, but the political aspects are kind of awkward. If it weren't such a flavor hit, I would've said to pass it.
But no, 38 lands isn't really high. With your mana curve in consideration, its fine, but that's the rough equivalent of 23 lands in a Standard deck. Your curve is low, but your commander is high. I guess it really depends on how often you want to cast him and keep him around. 37/38 lands seems fine, especially with the amount of mana rocks you're running.

Depends how sturdy you want the deck to be. Since this is built around casual politics, the land count matters less. If you're building anything resembling a competitive deck though, you want a streamlined land base and plenty alternate sources like rocks and dorks, both for explosive starts and so you don't get utterly demolished by Armegeddon or Winter Orb, which both see heavy play at the higher end of the spectrum. Even in in a more casual deck like this, I would say push the good budget mana rocks like the aforementioned Signets along with Fellwar Stone and trim down the land base in compensation. Just about every non-green deck in the format can benefit heavily from running all available Signets, particularly tri-color decks, since they help filter mana from utility lands and Sol Ring into more viable resources. I see two mainboard already, but Izzet Signet seems worth adding as well, especially given that blue is the dominant color in the deck.

I prefer the talismans over the signets mostly because the life loss doesn't matter all that much and they don't need other sources to feed them. The idea behind this deck was to make it fit as many different types of metas as possible while adhering to a tight budget. As for taking on LD and severance, I don't really mind if this deck can't beat them. I mean, stuff like Derevi and Zur will likely remain out of reach for a pokey deck like this in any case. The higher land count is ok since you're likely going to suffer from the wealth of ETBT lands this thing runs anyways. A total of 7 rocks is pretty decent anyways.

7 rocks is totally fine. Even the most tuned decks rarely run more than 10, unless its artifact combo or something. I'd definitely get a Fellwar Stone if any two of your colors are represented in at least two of the decks in your usual meta. Its a real winner most of the time.

I don't actually play this deck. It's online only. My meta's wahahaayyyyy to competitive for this deck to survive. lol. The fellwar stone was excluded in favor of thought vessel just because I didn't feel like a card dependent on the rest of your group should exist in a deck designed for any meta.

How is it playing a politics deck when you don't know the people you're playing against, out of curiosity? That seems tough. My politics are always tailored to my group because I know what'll get them to follow along.

If you're playing politics with a group of people you don't know, my recommendation is to base your decisions heavily on the board state. It's the only thing you know about the game for certain. The rest is conjecture.
Other than that, you need to be familiar with archetypal commanders and what those decks tend to do as well as what variants exist for each commander. You can usually tell quite a bit about an EDH deck by what commander pilots it and what it plays in the first four turns of the game. After that, if you're a season player, you should be able to make educated guesses about the relative danger different decks represent and how you should play politics.
Also, talk. The things we say and our body language can say a great deal about us. Make is blatantly obvious you're there to play politics.
That's how I'd approach playing a game with a group of strangers with this deck.

Commander is an eternal format that uses its own banlist. The only sets that aren't legal are the Unhinged/glued sets.
I don't think Bolas is prepared to share any of his power. His VP would probably be a mindless puppet.

The short video clips are .gif files. They're pictures. When you go to type a comment, you should see a tiny rectangle with the Sun and some mountains. Click on it and you can link pics.

Changes were made. Even more political cards were inserted. Oh, and the deck still costs around $100 to buy online. Diaochan, Artful Beauty costs $4.5, not $45.
