I recommend Hunted Phantasm(or as I like to call it, the elephantasm) seeing as you're playing Bolas hug and you have the other hunted creatures in those colors
as well as Tempt with Reflections it gives you creatures and tells your opponents not to hurt you, then you just cast Insurrection and win the game entirely

I've considered the phantasm, but unblockable 4 damage for 3 mana seems a tad lackluster. The other Hunted creatures just do more. It probably should be in here. As for Tempt, it only targets my stuff, so that's a bit restrictive. Insurrection costs too much both in terms of mana and cash. This deck is supposed to be strict budget.

I like to use tempt to copy my hunted creatures, then insurrection you win
insurrection is still fairly easy to cast with enough ramp in my opinion, but I understand your reluctance it is a decent amount of money

This deck is awful more than half the lands enter the battlefield tapped. Yes you have evolving wilds and Terramorphic Expanse to get basic lands for the other lands, but doesn't seem worth it since those basic would just hit the battle field tapped anyway. Most of the spells give your opponent 3/3 creatures which they can just beat you with and most of the good spells are 3-8 mana cost and with a deck that has mainly lands that enter the battlefield tapped doesn't seem well. Yes it a budget deck, but better lands could be added to the deck. Yes it will increase the deck's cost abit, but it make the deck more playable.
lands that could be added:
Dimir Aqueduct and Izzet Boilerworks and Rakdos Carnarium (if you going to have tapped lands might as well make them produce more mana)
Grixis Panorama (More basic lands for those other lands plus 3 mana basically for 1 mana. Yea they enter tapped but 3 mana for 1 seems better than anything)some more mountains possibly
Maybe Cascade Bluffs, Graven Cairns, and Sunken Ruins
also you could try reflecing pool and Lavaclaw Reaches
Also the vivid lands could help out with some mana fixing if needed (Vivid Crag, Vivid Marsh, Vivid Creek)
Now I knew this was to be put on a budget which is why I didn't add much of the more expensive lands.

With all due respect, you're pretty misguided in your suggestions. I mentioned in the deck's description that I wanted the deck to remain in the $100 price range. It's meant to be affordable. The wealth of ETBT lands is a necessity given the deck's mana constraints. The Karoo lands are awful once even a single person in your group begins using Ghost Quarter type effects. I also mentioned in the description that I wanted this deck to fit as many metas as possible As such, the Karoos are pretty booty.
I also like the consistency of having lands tap for their specific mana regardless of the situation. That makes the vivid cycle pretty sub-optimal. The blue vivid could probably replace an island though. The panorama only fetches one land. The filters + Reflecting Pool cost more than $50 combined. Refining the deck's mana base could be done with as little as $20 and could net something like 8 decent lands.
Oh, and the whole idea behind this deck is to play politics. That mean I could make a deal with one of my opponents. I cast Hunted Horror and agree to give them the tokens. In return, he won't attack me with those tokens. Seems fair. The net result of this exchange is placing 13 power on the board across three bodies with relevant text all for the low price of .
I'm pretty sure you didn't read the description or give the deck a look lasting more than a few moments. I'm a fairly season veteran of the format. There are reasons for the card choices in this deck even if they appear janky or weird.

Hello. I am a long time fan of this deck. I think it is great, and I love the artwork for Bolas (gets me every time). I am curious if you would be willing to tell me how you accomplished that? I would like to do something similar to my Sen Triplets deck, Sen Stooges.

I began with this image of Obama:
I then cropped out Obama's head and the background. Then I inserted an image of an American flag behind Obama's body. Next, I took Bolas' head from the image below and placed it on Obama's body.
With some work in photoshop, I refined the image somewhat until I got the picture you see at the beginning of the deck. I then used an updated version of Magic Set Editor to make a proxy card of Bolas using the image I had created. Finally, I uploaded the card to TappedOut as an alter and linked my commander to be that altered version of Bolas.
You need about 15 minutes in photoshop if you know how to use it to make something simple like that. I'm glad you like it.

Playing "politics" doesn't do much...anyone may change their mind and just attack it doesn't mean they really have to stay to the agreement. Yes when you play the deck at first it may seem like it doesn't do much to the other player(s) simply because your lands enter the battlefield tapped and the fact you can't do much the first few turns. Regardless that doesn't mean every player will fall to this simple trick. The deck is more of a gamble, the other player(s) may ignore you knowing that you not a treat or see though the disguise and try to wipe you out early game if they so wished.
I don't mean any disrespect at all to your deck building skills or to you as a player. Just here to speak my opinion, not here to start an argument, or any other conflicts. I do understand that the deck is on a budget and I will admit it may work and it may not work, but to be honest that is all decks. They fail sometimes and they win sometimes just like you said: "No matter how good your deck is, you can never win every game of commander. People simply wont let you."
I do understand the deck wants to help the weak and punish the big and repeat. Don't you think this can back fire sometimes? I can see how, but I would like your opinion since you are the deck builder and you have a better understanding of your own creation than I do.
Once more I don't mean any disrespect of any kind. I do understand your deck a bit, but since I'm not the one who made it I can't fully understand it, so please do enlighten me what would be your game plan from start to finish (if there is so one). I do see great things in this deck and I'm not saying it a terrible deck or the worst. I will admit I'm not used to playing with so many tapped lands nor will I ever. I have always been a fan of Nicol Bolas (best elder dragon in my book). If you can tell me this deck's game plan or how should I say win condition. I know you can't win every commander game, but I'm sure you don't want to lose every one right?

I really like the deck but im also trying to think of some good budget spells that would fit the decks theme and also give the deck a bit of a power spike. I'll try to list some strong budget cards that you might like for all 3 colors

Mystic Remora - Like Rhystic Study but has a fishy
Aura Thief - This card is insanely spooky and can even net you some crazy spells like Grave Pact if you are lucky.
Curse of the Swine: Pig Tokens and exile!!!
- Black
Abyssal Gatekeeper / Merciless Executioner / Fleshbag Marauder / Innocent Blood
Exsanguinate: Any deck that can pay two black should run this card in multiplayer. It'll help you stay alive and is an awesome mana sink.
Sudden Spoiling / Shriveling Rot: My favorite black "Trap Cards." both are really strong.
Words of Waste: mix with Geth's Grimoire ;)
Necromancy / Dance of the Dead / Diabolic Servitude
- Red
Pyrohemia: Similar to the black card Pestilence, combine with Chandra's Spitfire for lots of fun
Crack the Earth: reminds me of Innocent Blood
Insurrection / Mass Mutiny / Molten Primordial / Grab the Reins
- Gold
Perplex: Really fun counterspell thats also a tutor
Rakdos Charm: Hose token decks, exile a reanimator deck's lifesource, or blow up an annoying Sword of Fire and Ice. This card is insane in the format.
Clout of the Dominus: A really cool way to protect Nicol Bolas and does a decent impression of Lightning Greaves
I hope this list can help you find some cool budget cards to add to the deck and make the multiverse great again. Hopefully having access to insane budget cards like Exsanguinate or Forbid can help you win more games.

Would you run Dragon Tempest? Seems pretty dumb even with Bolas as the only dragon. Gives Bolas haste to hit someone right away, as well as allowing him to ping someone on ETB just to discard their hand. Oh, and its cheap
