I don't know if this deck wins, but it is fun. I've played enough multiplayer EDH to know that the deck that shows off its strength first is the deck to lose first. The exception is when a combo deck makes a nut draw, and wins the game before it can die. The group just plays again and kills the combo deck first.
If everyone at the table is playing combo-control, politics happens. Thus, this deck plays perfectly for the situation. It is budget, so it's not optimal for winning fast games, but political games take a while so, it's okay to be slow.
On another note, I want to vote Ugin into office because Bolas is clearly self-serving and toxic to our plane of existence. If this dragon comes to power, he'll run the world into oblivion, consume all its mana, and then planeswalk away to take over another hapless plane. I've seen him try it before (Conflux), and he'll do it again. Don't let that happen to us.

The motherf-er didn't let me vote Ugin! First, state laws needed me registered as a colorless creature to vote Ugin. Second, when I went to vote, I discovered I was registered Grixis (apparently a form of Republican), and I was given a pre-filled ballot. WTF! #votersuppression #feeltheghostfire

Have you considered adding any of the Vows (such as Vow of Flight or Vow of Lightning)? They buff an opponent's creature (which makes them happy) while also making sure it cant't attack you.

Finally got around to updating the deck. Many meme picks got removed in favor of making this deck actually work. Also, there's more good stuff creatures in here now to close out games. Some new politically-oriented cards found their way in here.

+1 from me really amazing / funny deck definitely going to mod my grixis deck to be like this one...
I'd like to see that deck not "budget" or a grixis political deck like "I'm grixis and i want you" (switch the picture of Bolas for the "i want you" propaganda poster with bolas face)

A non-budget version of this list would have a much tighter mana-base, cheaper mana rocks, a better suite of counter magic, contain fewer sorcery-speed cards, have more interaction designed to stop combos, and generally contain fewer cards with high CMC. You'd still need to keep many of the cards in the list to preserve the deck's flavor and feel, but it would resemble a good stuff control list a bit more.

Chandra's Ignition, or no? It's in budget, it's in character move for Bolas, but it's pretty brutal.

The deck doesn't actually have a lot of bomb creatures to make ignition consistently good. Also, it's a card that really sucks for most people at the table. During those times you need that big red button to fuck up the table, you want more consistency. If I were to include ignition, there'd be plenty of times were casting it would be terrible idea. It's a powerful effect for sure, but it's a bit iffy for the deck.

You guys ever look at a deck you made a long time ago and cringe because of small details you didn't catch back then? I'm getting that hard atm. One day, when my life isn't abusing me so hard, I'll give this deck a proper update. Until then, Imma just tease y'all.

The deck description made this for me... Not to mention the name and awesome Bolas art... Very cool all around and for what it is and tries to accomplish just looks like fun. Particularly fond of the use of Hunted Dragon/Hunted Horror/Hunted Phantasm. +1 from me.
