Now that I have played this deck on Untap.In, I have realized that this needs some draw. Right now, there are too many flicker spells, you have Brago for that. I would say take out some of the flicker spells for some draw.

I feel like a simple Soul Warden would do much more work for you than Filigree Angel does at a fraction of the cost. Draw power would also help you out a lot, so adding cards like Bident of Thassa, Coastal Piracy, and Rogue’s Gloves seems conducive to your overall strategy. Rhystic Study/Mystic Remora are two EDH staples that will also give you plenty of draws, and heck, even Jace Beleren/Jace, Architect of Thought can be useful for that.

And since ensuring Brago can hit an opponent is such a priority, Thassa, God of the Sea smooths out your draws and ensures you'll always have a way to hit. Mother of Runes is also a highly underrated card that can add a heck of a lot of versatility to your deck.

Oh, and one last thing: Augury Owl > Omenspeaker.

Consider adding:
Abduction (because this can be cast on your own creatures, you can use it either as a control spell OR an umbra like Hyena Umbra)
Act of Authority (unlike Detention Sphere or Oblivion Ring, they stay exiled)
AEther Adept (cheapest return to hand creature)
Ancestral Knowledge (if you can hold on to Brago, this card is EDH Jesus. Your available cards basically becomes 15 and you only have to pay one or two cumulative upkeeps since you'll keep blinking it)
Battle Mastery (yay two Brago blinks)
Captain of the Watch (if you're going to run Elspeth in here, you might as well)
Chosen by Heliod (an easy draw card proc)
Clever Impersonator/Clone (since you can change targets)
Cloudform (if you exile anything facedown, it comes back as faceup. in other words, free spells with this bad boy)
Jace's Mindseeker (especially against spell-caster decks...)
Lone Missionary (lots of life for low mana)
Phyrexian Ingester (slightly better than Duplicant imo)
Resolute Archangel (even if your coverage with Brago is spotty because of removal, you can use this to make sure your life can take it)
Rishadan Footpad (it's not like they NEED their cards...)
Stonehorn Dignitary (if you're playing 1v1 commander and they don't have enough removal, GG when you get this guy out)
Strionic Resonator (what if I used Brago's ability...TWICE?)
Treachery (similar to Peregrine Drake)
Venser, Shaper Savant (any permanent instead of AEther Adept's creature only, also you can counter spells with this)
Wingmate Roc (will always throw out its 3/4 because Brago is attacking if its ability activates)

Consider removing:
Chancellor of the Spires for Jace's Mindseeker
Devout Lightcaster should go to sideboard, it's way too specific
Filigree Angel way too much mana for too few artifacts. As mentioned by Teal_Fox, Soul Warden would be a lot simpler, or Suture Priest.
Nevermaker I'm 90% sure that there's a card that does the same thing but costs one less mana and does it on battlefield enter, but I'm not looking it up right now, just be mindful.

Also, one last one: Equilibrium is just stupid when Brago is nearby.

Needs Strionic Resonator for infinite combo. You can get by with 35 lands if you add Mana Vault, Basalt Monolith, and Grim Monolith. Maybe more the first two. But yeah, +1.
