The main idea of this deck is to create several low cost flyers. Make them stronger as they do combat damage to a player and annihilate your opponent before he has any threats out.

Flyers (14)

2x Heir of Falkenrath   is a great flyer when flipped into Heir to the Night . As our mana costs don't exceed 4 mana, we should usually discard a land card.

4x Olivia's Bloodsworn is a great card! It can grow fast due to it being a low cost flyer and works wonders in speeding up the deck with the haste ability.

4x Vampire Interloper works the same as above, sadly, without the haste ability.

4x Vampire Nighthawk amazing if given first strike ( Stensia Masquerade and Stromkirk Captain ) and too good for its cost without first strike. Lifelink keeps me alive as the other flyers won't block. And deathtouch keeps the big bad baddies from attacking.

Pump my vampires (15)

1x Indulgent Aristocrat great as a 1-of. I usually use it to threaten opponents to make my vampires a little bigger. Or sacrifice an already blocked and dead attacker to pump up the rest of the attacking team.

4x Rakish Heir functions primarily as an enchantment, as he is too weak to attack with. But nonetheless awesome for making my flyers stronger turn after turn.

4x Shaman of the Great Hunt Same as above but it draws me cards as well. The flyers will get at 4 power soon enough with this card in play, making sure more cards are drawn in the future.

2x Stensia Masquerade Same as Rakish Heir , buffs the team but also gives first strike to all my creatures, even the non-vampire Shaman of the Great Hunt .

4x Stromkirk Captain increadibly good with its first strike ability. But be careful not to rely on it too much, as a removal spell might leave your creatures in unfavorable combat situations.

Lands (21)

4x Crumbling Necropolis slightly cheaper than Savage Lands , but works the same. As I need each land to produce black mana to cast Gatekeeper of Malakir on curve. As I barely have any one drops, your first land to come into play tapped isn't that much of a problem. It is a budget deck after all.

4x Darigaaz's Caldera only one not modern legal, so you can swap for Savage Lands if you like. You can tap swamps for mana, put this land into play and bounce a tapped swamp. This will counter the effect of it coming into play tapped. You will be a land drop behind, but as the deck plays so many cheap spells, it isn't that much of a problem.

13x Swamp as all the spells are that cheap, I run only 21 lands in total.

Hate (10)

4x Gatekeeper of Malakir amazing removal and keeps the pace of the deck fast.

2x Rakdos Charm multi-purpose hate. Good against tokens, that annoying artifact and it is grayveyard hate.

2x Sever the Bloodline second choice, as I would much rather play New Blood , but not all playgroups would accept it as it is designed for commander only. Good against tokens, and great because you might flashback it if the game drags on too long.

2x Unmake cheaper than Sever the Bloodline , instant speed but no flashback.
