Based on Jon Finkel's Mono-Blue Devotion, with a little tweaks for budget, that, in my opinion, give the deck it's own unique edge.

First off, Water Servant is the budget alternative to Jace, Architect of Thought . While it is by no means as good of a card, it is an elemental, which means it gets the boost from Master of Waves. Also, John Finkel was using Bident of Thassa, and getting it's passive by attacking with creatures with flying. I've substituted the pricey Nightveil Specter for the not-so-loved Phantom Warrior . While Phantom Warrior may provide one less devotion, I believe it combos with Bident of Thassa much better than other creatures.
