My $150 version of https://tappedout.net/mtg-decks/emrys-forgeworks/.

Budget 'Emry Forgeworks' or as I call it Blue Sun's Emry

The strategy can pretty much be boiled down to.

  1. Get something that have the potential to generate infinite mana. The easiest being a simple Lotus Petal. But something to reduce the artifact cost such as Helm of Awakening or Etherium Sculptor with a Mana rock works too with a way to sac it (like with Krark-Clan Ironworks).
  2. Get out Mirran Spy or Chakram Retriever.
  3. Use your engine you made in step 1 to generate infinite mana.
  4. Use any of your artifacts that draw cards to draw until you get Blue Sun's Zenith.
  5. Cast it on your opponent for them to draw more than their library.

Thoughts and Improvements

You can use a lot of different cards to achieve your combo with this deck and I would refer to the original deck to get a better insight on how some of them work and for some other general tactics. Most of the cards there would fit this deck too if you have some of the more expensive cards.

The issue is how to reliably achieve these. I have found that one of the most reliably ways is with Lotus Petal as you can also tutor for it with Tolaria West. The most flexible is with Krark-Clan Ironworks and any artifact that costs less than 1 (or more if you have artifact cost reduction in play), with that you can generate inf colorless mana that you can later convert to blue if needed.

Try to get Mirran Spy or Chakram Retriever out buy drawing cards by casting artifacts and sacking them and recasting them with Emrys ability. Things that can untap Emry is great to help with this of course, you can also tutor for Mirran Spy with Drift of Phantasms.

Here are some replacements you can do depending on what you have at home. Of these I would say the most important upgrade is Tolaria West and Pemmin's Aura. Tolaria West can help us find Lotus Petal which is a easy way to generate infinite mana and Pemmin's Aura is superb at protecting Emry as well as getting a few more activations out of her.

Insight to Mystic Remora/Rhystic Study depending on Meta, you would want Fish if you expect a lot of early mana drops.

Verity Circle to Mystic Remora/Rhystic Study too, this card is mainly good in pods with a lot of mana dorks.

Vanishing to Freed from the Real to Pemmin's Aura. Vanishing is mainly used for protection but can also be used to shutdown someone elses trouble card. Freed from the Real can be used to untap Emry which can enable our combo in some configurations. Pemmin's Aura is a lot more versatile as it can do both of these.

Spell Snare/Disrupt to Delay/Swan Song.

Engulf the Shore to Devastation Tide to Cyclonic Rift.

Boomerang to Chain of Vapor, Chain of Vapor is awesome reactively when you're trying to combo off and there's a problem permanent on the field. But you can also use it to return some of your mana rocks to tap them again if you are a bit short on mana for your combo. Unfortunately Boomerang doesn't have this flexibility but you can use it to get rid of something blocking your combo.

Opt to Preordain.

Sleight of Hand to Ponder.

Visions of Beyond to Mystical Tutor.

Peek to Gitaxian Probe

Riddlesmith to Thousand-Year Elixir looting with Riddlesmith is nice but being able to untap Emry once as well as get her to tap on Entry is nice, it can also enable some more convoluted combos.

Island there are a lot of lands that you could add to upgrade it. In order of importance Tolaria West, Inventors' Fair, Minamo, School at Water's Edge, Homeward Path and then all Blue Fetch lands.
