I took this deck from https://mtgdecks.net/Modern/orzhov-gideon-tribal-1-decklist-by-jrdc14-1526312 and tried to take out everything that makes it expensive. Hopefully it still works?

The plan is to lock your adversary with discards and removal, while you get gideon(s) up and the rest of your tokens.

Have yet to test it but i'm confident this has something!
