This is an idea I have seen floating around the internet for a couple of days. I first saw this idea at mtgsalvation but that deck splashes black (for Agent of the Fates ) and I did not want to do this. So I copied U/W Heroic cipher from mflaxer to start this off.

The idea behind this deck is to use the ciphered spells to trigger heroic every single round. If Nivmagus Elemental is on the board as well, then heroic can be triggered, and then the spell eaten to buff Nivmagus as well.

Against Control, you would sideboard in the Mizzium Skin and Rootborn Defenses for Triton Tactics and Aqueous Form. Against Aggro, you would sideboard in the Azorius Charm and maybe Riot Control for Ethereal Armor and maybe something else (haven't fully figured out this situation).
