Colorless-Ramp: Fellwar Stone, Basalt Monolith.

Colorless-Removal: Nevinyrral's Disk, Scour from Existence, Spine of Ish Sah

Colorless-Draw: Sandstone Oracle, Endbringer.

Colorless-Utility: Silent Arbiter.

R-Removal: Starstorm, Volcanic Offering, Blasphemous Act.

R-Recursion: Scrap Mastery.

I don't think most of the M13 Rings belong on this list.

Thanks for commenting ibstudent2200. I added your suggestions to the list, but i disagree with removing the rings. Although they are primarily used in corner cases, they seem to do well in those niche strategies. Something like breya (obviously not a tier 1 build), could use the rings to great success. Not only do some of them protect her, but they are also cheap fodder to her ability, as well as, good Trash for Treasure / Arcum Dagsson / Master Transmuter targets. But ya, not every commander deck isn't dying to get one haha.

Colorless-Ramp: Star Compass.

Is restrictive but hyperefficient removal like Victim of Night or Vendetta worth mentioning on this list? I would include Go for the Throat in this category, but it's hovering around $2 right now and the price isn't likely to go down without a reprint.

Ring of Evos Isle and Ring of Xathrid are the only rings that protect the equipped creature effectively, and I don't have a problem with them being on this list. The +1/+1 counters are too slow to make a difference unless the deck's theme involves +1/+1 counters (and even then, they're still sketchy). Artifact-heavy commanders like Breya and Daretti are more inclined to play Ichor Wellspring and other niche cards that are synergistic but lack the level of power to make this type of list.

Like i said most of the rings are niche cases, but i didn't mean only breya.

Ring of Thune, Ring of Evos Isle, Ring of Xathrid is useful in Kemba, Kha Regent strategies.

Ring of Valkas, is great in any deck that wants another haste enabler. Heartless Hidetsugu & Jeleva, Nephalia's Scourge come to mind.

Marchesa, the Black Rose also likes the +1/+1 counters despite them being a bit slow.

At some point I may take the time to clean up the list to include objectively better cards, and remove the one hardly used. For instance Ashes to Ashes, is WAYY better than Victim of the night, Vendetta, or Go for the Throat IMO. But it currently isn't on the list, because its pretty hard to think of every perfect card for EDH under two bucks, without forgetting some, and including some questionable ones haha.

But thanks for the input! The conversation is always appreciated, and I am glad that you are taking such an interest in commander!

I feel like Ring of Valkas is a really awkward and counter-intuitive design. It's either haste or counters. Wouldn't you want a dude that gets larger every turn? It just doesn't fit the theme of the other rings who want to protect or strengthen the target. This ring just feels... awkward.

Wild Pair , Selvala's Stampede - Are those green utility? They are generally in the humble budget range but tend to hit pretty hard

May I suggest Dauthi Embrace as a black utility? Giving a creature pseudo unblockable is good, but giving it to multiple creatures is even better.

I think that Reflect Damage is a very useful casual card that gets over looked. But as it just redirects damage, things like infect or commander damage still apply. Fun watching someone, who was trying to one shot a player with a pumped up commander, die from his own commander. Also seen someone die from his own Blasphemous Act.
