This is a budget control deck I plan to run in modern. There are upgrades that will make it into a top tier deck and I will post them below along with a link to the other deck list.
Starting with the mana base, I'm running the more reasonably priced dual lands and so far I haven't had mana issues. For the creature package there are awesome synergies which make this deck very tempo oriented. Faerie Miscreant is mostly a filler creature to give strength to Spellstutter Sprite and to provide a target for Mistbind Clique. Since, some of these faeries act as spells, Quickling is an incredible budget Snapcaster Mage. Also, if Mistbind Clique champions a Spellstutter Sprite, I believe Quickling can bounce the Mistbind to counter with Spellstutter. Lastly, Scion of Oona is great in response to a removal spell but also helps you put your opponent on a clock.
The control package is really heavy on counter magic. I like Syncopate because it is very strong early game, and the exiling effect can be significant. The rest are just straightforward counter spells and removal.
Upgrades in order of importance:
Bitterblossom: This deck's main flaw is that a lot of the creatures can only enter the battlefield if there is already a creature out. This helps fix that tremendously and also helps power Spellstutter Sprite.
Polluted Delta and Watery Grave: This will make the manabase nearly flawless.
Vendilion Clique: This has to best the best faerie and the deck will play crazily better.
Cryptic Command: This is probably the best blue spell to have in a control deck and will result in very favorable situations.
Inquisition of Kozilek: This is a lot better than the budget hand disruption spells and will make the deck more efficient and free up space in the side board.
Mutavault: This land has incredible synergy with the faeries. It can help buff Spellstutter Sprite and it also gets buffed by Scion of Oona
